He has described what political science must be like, and anyone who has absorbed his insight has an intellectual groundwork for political observation. No one, least of all Mr. Wallas, would claim anything like finality for the essay. These labors are not done in a day. But he has deliberately brought the study of politics to the only focus which has any rational interest for mankind.

We need what Graham Wallas calls "face to face associations of ideas", ideas called into being by words, moods, and deeds of others. It is this group of stimuli that the busy housewife conspicuously lacks. "She has no one to talk to," especially in the modern apartment life.

Acting under these influences, the Spokanes, Walla Wallas, Umatillas, and Nez Perces cast their lot with the hostiles, and all the savage inhabitants of the region east of the Cascade Range became involved in a dispute as to whether the Indians or the Government should possess certain sections of the country, which finally culminated in the war of 1856.

A group of children were gathered about the open door of the new school-house, and among them rose the tall form of Marlowe Mann, the Yankee schoolmaster. He had come over the mountains some years before in the early expeditions organized and directed by Dr. Marcus Whitman, of the American Board of Missions. Whether the mission to the Cayuses and Walla Wallas, which Dr.

Wallas, you put the medals on me. All that day political principles and arguments had refused to become real to my constituents, but the emotion excited by the bodily fact that I had at a school ceremony pinned a medal for good attendance on a boy's coat, had all the pungency of a first-hand experience.

Even Crashford was wise enough to feel he could gain nothing by sulking, and returned to his allegiance without demur. "Can't we have something to eat before we start?" said Wallas. "My dear fellow," replied Gayford, "I wish we could, but then we shall have nothing left for to-morrow."

James Mill, according to Place, wrote a 'memorable and admirable essay, "Schools for all, not schools for Churchmen only." Wallas's Francis Place, 99 n. This absurd suspicion was aroused by the quarrel about Burdett's arrest. See Wallas's Place, p. 56. Mr. Wallas gives an account of these schemes in chap. iv. of his Life of Place.

Both in the discovery of what is unknown, and in the propagation of that which has been proved, there is a time-differential, which ought to, in a much greater degree than it ever has, occupy the political philosopher. We have begun, chiefly under the inspiration of Mr. Graham Wallas, to examine the effect of an invisible environment upon our opinions.

Wallas, referring to pedagogy and criminology, "this division between the study of the thing done and the study of the being who does it is not found." I have in my hands a text-book of six hundred pages which is used in the largest universities as a groundwork of political economy. This remarkable sentence strikes the eye: "The motives to business activity are too familiar to require analysis."

"A New Conscience and an Ancient Evil" is an hysterical book, just because the real philosophical basis of Miss Addams' thinking was not deliberate enough to withstand the shock of a poignant horror. It is this weakness that Mr. Wallas comes to remedy.
