I made an end by eleven o'clock at night, and so home to bed almost weary. This day the Parliament met again, after their long prorogation; but I know not any thing what they have done, being within doors all day. 19th. Up and to my office, where abundance of business all the morning. Dined by my wife's bedside, she not being yet well.

The processions bill was vigorously resisted on behalf of the Orangemen, as specially aimed at their annual demonstrations on July 12, but it was so manifestly wise to remove every wanton aggravation of party spirit in Ireland, that it was passed just before the prorogation.

About the time of the prorogation of the session, His Grace, the Duke of Richmond, came to Upper Canada, on a tour of inspection. His Grace and his son-in-law went to Niagara together. Important internal improvements were contemplated, and the two governors were desirous of ascertaining how they might be effected.

He thanked the commons for the ample supplies they had granted; and declared it was the fixed purpose of his heart to promote the true interest and happiness of his kingdoms. Immediately after the prorogation of parliament he embarked for Germany, accompanied by the duke of Cumberland, lord Carteret, and other persons of distinction.

But to do this it was necessary to prorogue the Chamber until the operations were concluded, and this course was opposed in the cabinet; Saracco, the Minister of Public Works, threatening to resign if a further prorogation was decreed.

Then came prorogation for a fortnight and another hybrid ministry, known to New Zealand history as the "Clean-Shirt Ministry," because its leader ingenuously informed Parliament that when asked by the Governor to form an administration, he had gone upstairs to put on a clean shirt before presenting himself at Government House. The Clean-Shirt Ministry lived for just two days.

But the pressure of Puritan influence in England compelled him in a short time to remove Dillon and substitute Sir John Borlace, Master of the Ordnance a mere soldier in point of fanaticism a fitting colleague for Parsons. The prorogation of Parliament soon gave these administrators opportunities to exhibit the spirit in which they proposed to carry on the government.

On the 20th of November the Queen went in State to the House of Lords to open Parliament for the first time, with as great a crowd of members and strangers present as had flocked to witness the prorogation in July.

"However," writes Lord Campbell, with much satiric humor, describing this alliance between the selfish voluptuary and the equally selfish lawyer, "he was much comforted by having the honor, at the prorogation, of entertaining at dinner his Royal Highness the Regent, with whom he was now a special favorite, and who, enjoying the splendid hospitality of Bedford Square, forgot that the Princess of Wales had sat in the same room; at the same table; on the same chair; had drunk of the same wine; out of the same cup; while the conversation had turned on her barbarous usage, and the best means of publishing to the world her wrongs and his misconduct."

He could intermit the action of a Parliament for a time, sending the members to their homes until he should summon them again. This was called a prorogation. Or he could dissolve the body entirely at any time, and then require new elections for a new Parliament whenever he wished to avail himself of the wisdom or aid of such a body again.
