In October of 1933, between 25 percent and 40 percent of the blacks in many of the large cities, to which they had moved to find a brighter future, were on relief. This percentage was three or four times higher than that of the whites in the same cities. As affluent whites felt the economic pinch, one of the first items to be trimmed from their shrinking budgets was the maid or the gardener.
In the West, there are 93 percent who live in the cities, and in the North, there are 96 percent. In the first half of the twentieth century, the Afro-American community had been transformed from a rural and regional group into a national one. Harlem: "The Promised Land" Alain Locke edited a volume of critical essays and literature entitled The New Negro.
By far the largest number of these, seventy-three percent, came from the West Indies and most of them were from the British West Indies. By 1940, there were some eighty-four thousand foreign-born Negroes living in the country. As large as this total might appear, still less than one percent of the twelve million Negroes were recorded in the 1940 census.
It may be that he is unconsciously resisting it, hasn't conditioned himself sufficiently, or has achieved the hypnotic state and doesn't know he is in the state. This last statement may be surprising, but we will examine it in detail a little later on. Most experts agree that about 90 percent of the population can be hypnotized. My own feeling is that probably 99 percent can be hypnotized.
Every dollar every dollar we devote to preventing conflicts, to promoting democracy, to stopping the spread of disease and starvation brings a sure return in security and savings. Yet international affairs spending today is just 1 percent of the federal budget, a small fraction of what America invested in diplomacy to choose leadership over escapism at the start of the cold war.
Although unprecedented production figures have made possible our victories, we shall have to increase our goals even more in certain items. Peak deliveries of supplies were made to the War Department in December, 1943. Due in part to cutbacks, we have not produced as much since then. Deliveries of Army supplies were down by 15 percent by July, 1944, before the upward trend was once more resumed.
Take of 95 percent alcohol 2 quarts, and add to it the following articles: oils of sarsafras and hemlock, spirits of turpentine, balsam of fir, chloriform, tincture of catechu and guaiacum, of each 1 oz., oil of origanum 2 oz., oil of wintergreen 1/2 oz., and gum of camphor 1/2 oz. Let it all be well incorporated and you have the most excellent pain killer that was ever made.
To bolster business and industry and to create new jobs, I propose a 1-year tax reduction of $16 billion. Three-quarters would go to individuals and one-quarter to promote business investment. This cash rebate to individuals amounts to 12 percent of 1974 tax payments a total cut of $12 billion, with a maximum of $1,000 per return. I call on the Congress to act by April 1.
At death the body would have experienced losses of 40 to 60 percent of its starting body weight. In all cases of starvation the brain, nerves, heart, lungs, kidneys and liver remain largely intact and functional to the very end.
It would have pained his thrifty banker's soul had he known that the trust company's ward was gayly paying ten and fifteen percent for "temporary accommodation," while her own funds were barely earning five per cent in the careful investments of the trust company! When Adelle finally got hold of her fortune, a goodly sum had to be paid over to settle the claims of these obliging money-lenders....
