During the same period, the number of handicapped people who have difficulty using transit as well as autos, including the elderly is expected to increase from 9 to 11 million, making up 4.5 percent of the population.
Among the New Yorkers a little over eight percent figured their newspaper reading at less than fifteen minutes, and seventeen and a half at more. Very few people have an accurate idea of fifteen minutes, so the figures are not to be taken literally.
It was definitely proven that the values that Arcot and Morey had assigned from purely theoretical calculations were correct to within one-tenth of one percent. The power absorbed by the machine they knew and had calculated, but the terrific power of the driving units was far beyond their expectations. "Well, now we're off for some horizontal maneuvers," Arcot announced.
It means that the farmer and the city worker are on the same relative ratio with each other in purchasing power as they were during a period some thirty years before at a time then the farmer had a satisfactory purchasing power. One hundred percent of parity, therefore, has been accepted by farmers as the fair standard for the prices they receive.
A slight deflection caused by the wind or a small misjudgment of curve will certainly mean error. Remembering the 85 percent errors in tennis, I again ask you if it is worth while to take the risk? There are many other reasons why keeping the eye on the ball is a great aid to the player. It tends to hold his attention so that outside occurrences will not distract.
The Federal Government imposes a huge paperwork burden on business, local government, and the private sector. Many of these forms are needed for vital government functions, but others are duplicative, overly complex or obsolete. During my Administration we cut the paperwork burden by 15 percent, and we created procedures to continue this progress.
But I'm sure they will understand that this must be across the board and fair. Second, I will ask the Congress to adopt specific measures to control the growth of the so-called uncontrollable spending programs. These are the automatic spending programs, such as food stamps, that cannot be simply frozen and that have grown by over 400 percent since 1970.
We know right now that police who work the streets, know the folks, have the respect of the neighborhood kids, focus on high crime areas, we know that they are more likely to prevent crime as well as catch criminals. Look at the experience of Houston, where the crime rate dropped 17 percent in one year when that approach was taken.
To do this, I propose a $2. 1 billion manpower program in the coming fiscal year a 25 percent increase over the current year. Most of this increase will be used to start a new partnership between government and private industry to train and to hire the hard-core unemployed persons. I know of no task before us of more importance to us, to the country, or to our future.
It follows the reduction that I made in cooperation with the Congress a reduction made after you had reviewed every appropriations bill and reduced the appropriations by some $5 or $6 billion and expenditures by $1.5 billion. We conferred together and I recommended to the Congress and you subsequently approved taking 2 percent from payrolls and 10 percent from controllable expenditures.
