Pan-American unity was still, when President Taft went out of office in 1913, an aspiration rather than a realized fact, though the tangible evidences of unity had vastly multiplied since 1898, and the recurring congresses provided a basis of organization upon which some substantial structure might be built.

The series of notable addresses which he delivered on this mission gave a new impetus to the Pan-American movement. The Fourth Conference, held at Buenos Ayres in 1910, was occupied largely with routine matters. It extended the pecuniary claims convention for an indefinite period. The conferences above referred to were political or diplomatic in character.

"Five hundred dollars!" exclaimed the agent with a low, gurgling laugh; "the lot is $500 per front foot. I didn't suppose you were Pan-American ass enough to think you could get a business lot in Spokane for $500. You can't get a load of sand for your children to play in at that rate." Once as my train passed a little red depot I saw a young squaw leaning up against the building, and crying.

On the 9th of July next there will open at Buenos Aires the Fourth Pan-American Conference. This conference will have a special meaning to the hearts of all Americans, because around its date are clustered the anniversaries of the independence of so many of the American republics.

He was admitted quite early in life to the Maryland Institute of Art, and the Rhinehart School of Sculpture of Baltimore, following this instruction by the usual finishing-off at Paris. He had the good fortune while in Paris to study under the great Rodin. He won bronze medals at both the Pan-American Exposition of 1901 and the St. Louis Exposition of 1904.

There have been held two Pan-American Scientific Congresses in which the United States participated, one at Chile in 1908 and one at Washington, December, 1915, to January, 1916. A very important Pan-American Financial Congress was held at Washington in May, 1915.

At Rincon is the starting-point of the projected and begun Pan-American railroad, which will eventually reach to Buenos Ayres. At Salina Cruz, the Pacific end of the isthmus, and I should think one of the windiest places on earth, perhaps beating even Amarillo, I met a young American millionaire, a charming man who had large interests in Guatemala.

He told me that while he personally deplored the existence of the strict regulations which had raised a barrier between the east and the west, he had felt, as had his predecessors, that recognition of the wishes of the great Pan-American federation would be most conducive to the continued peace of the world.

One of the happiest events in recent Pan-American diplomacy was the pacific, independent settlement by the Governments of Bolivia and Peru of a boundary difference between them, which for some weeks threatened to cause war and even to entrain embitterments affecting other republics less directly concerned.

Such was the way, at least, in which the Hispanic republics came to view the action of the "Colossus of the North" in inviting them to participate in an assemblage meeting more or less periodically and termed officially the "International Conference of American States," and popularly the "Pan-American Conference."
