He was not yet thirty when he obtained for his half-brother, Sir Humphrey Gilbert, then a man of thirty-eight, a royal commission 'to inhabit and possess all remote and Heathen lands not in the possession of any Christian prince. The draft of Gilbert's original prospectus, dated at London, the 6th of November, 1577, and still kept there in the Record Office, is an appeal to Elizabeth in which he proposed 'to discover and inhabit some strange place. Gilbert was a soldier and knew what fighting meant; so he likewise proposed 'to set forth certain ships of war to the New Land, which, with your good licence, I will undertake without your Majesty's charge.... The New Land fish is a principal and rich and everywhere vendible merchandise; and by the gain thereof shipping, victual, munition, and the transporting of five or six thousand soldiers may be defrayed.
Then went the wains that bore their munition, with armed carles of the thrall-folk about them, who were ever the guard of the wains, and should never leave them night or day; and lastly went the great band of the warriors and the rest of the thralls with them.
It was only by squeezing past the munition bearers that we were able to proceed at all, and in some places it was impossible for more than one to crush through at a time. By the light of an electric torch, stuck in the mud, I was able to see the men. They were wet with perspiration, steaming, in fact; stripped to the waist; working like Trojans, each doing the work of six men.
Then followed the heavy naval guns, then the munition and baggage waggons; the troops of the Line, the Marines, and the National Guard were ordered to cover the retreat. It was no easy matter to descend from the plateau to Rosny. The frost had made the road a literal ice-hill. The drivers walked by the side of their animals, holding the reins and pulling them up when they stumbled.
This communication was issued after exaggerated reports of the damage caused had appeared in the German and neutral press, covering the Zeppelin raids of January 30-31, 1916, and February 1, 1916, and admitted officially the following: Bombs dropped totaled 393; buildings destroyed: three railway sheds, three breweries, one tube factory, one lamp factory, one blacksmith shop; damaged by explosions: one munition factory, two iron works, a crane factory, a harness factory, railway grain shed, colliery and a pumping station.
We whizzed through the dusk in the suburbs of Paris that night, seeing the gathering implements of war coming into the landscape for the first time the army trucks, the horizon blue of the French uniform, the great training camps, the Red Cross store houses, the scores and scores of hospitals that might be seen in the public buildings with Red Cross flags on them, the munition plants pouring out their streams of women workers in their jumpers and overalls.
In spite of the penalties laid down in Munition Acts, in spite of the powers vested in military authorities by the Defence of the Realm Regulations, there would have been a great strike, and both the Navy and the New Army would have been hung up gasping for the ships, the guns, and the supplies upon which they had based all their plans for attack and defence.
There is an exceedingly crude view of education among some people just now perhaps it is largely due to the war, and may disappear like other ugly effects of the war which inclines to concentrate education on applied chemistry, say, or engineering, with a vague idea that people whose education has been devoted to these subjects will be more capable of competing with foreigners in the dye industry or of working in munition factories in the next emergency.
Why is the Army so far superior to most commercial and industrial businesses? The secret does not lie in State employment. There is plenty of discontent and unrest among the State-employed railway men and munition workers. It lies rather in the habit of mutual help and mutual trust. If any civilian employer of labour wants to have willing workpeople, let him take a hint from the Army.
But this provision and munition of engines, served the Syracusan's turn marvellously at that time: and not only the provision of the engines ready made, but also the engineer and work-master himself, that had invented them.
