Shortly after Leyba's arrival in Nueva Vizcaya on the afternoon of the 25th, five priests were summoned to Solano and there abused in the usual fashion in an effort to extort money from them. Only one escaped ill treatment and one was nearly killed. Leyba now went to Bayombong to carry out the established programme with the priests.

I will deal with them without presents; and if I had the gold of the Bank of England stored in the garrison there, they should not touch a piece of it." But Captain de Leyba, incredulous, raised his eyebrows and shrugged.
Villa and Leyba had their able imitators, as is shown by the following description of the torturing of Father Ceferino by Major Delfin at Solano, Nueva Vizcaya, on September 27: "They wished to give brave evidence of their hate for the friar before Leyba left, and show him that they were as brave as he when it came to oppressing and torturing the friar.
We have also learned that Señor Buencamino, and Tirona, and Concepcion are prisoners of the American authorities in Manila. With reference to the wife and sister of the honourable president and the two Leyba sisters, it is said that they went to Vigan and from there went by steamer to Manila." The mother and son, accompanied by Buencamino, had allowed themselves to be captured at an earlier date.
The priests of the place were then summoned to Leyba's quarters and were beaten and tortured. One of them was thrown on the floor and beaten nearly to death, Leyba standing meanwhile with his foot on the unfortunate man's neck. Another was given six hundred lashes and countless blows and kicks. Leyba stood on this man's neck also.
'Yes, yes; what are you called? 'Moshel Leyba. 'Well, judge then, Moshel Leyba, my friend you're a man of sense whom would Malek-Adel have allowed to touch him except his old master? You see he must have saddled him and bridled him and taken off his cloth there it is lying on the hay!... and made all his arrangements simply as if he were at home!
Unfortunately this was only too true! The troops complained of by Leyba were made up of Aguinaldo's fellow townsmen. They never obeyed any one else, and left a trail of murder and rapine behind them.

Tchertop-hanov went on; 'Leyba, though you're a Jew, and your creed's an accursed one, you've a soul better than many a Christian soul! Have pity on me! I can't go alone; alone I can never carry the thing through.
I have only seen him one little time in my life, and where is he now, and what's his name? Alack, alack! added the Jew, shaking the long curls over his ears sorrowfully. 'Leyba! shouted Tchertop-hanov suddenly; 'Leyba, look at me! You see I've lost my senses; I'm not myself!... I shall lay hands on myself if you don't come to my aid! 'But how can I?...
"Captain de Leyba," said he, "I know not what may be the present policy of his Spanish Majesty with McGillivray and his Creeks in the south, but this I do believe," and he brought down his fist among the papers, "that the old French and Spanish treaties were right in principle. Here are copies of the English treaties that I have secured, and in them thousands of sovereigns have been thrown away.
