There is every indication that feeble-mindedness in its protean forms is on the increase, that it has leaped the barriers, and that there is truly, as some of the scientific eugenists have pointed out, a feeble-minded peril to future generations unless the feeble-minded are prevented from reproducing their kind.

We should be learned Eugenists if we were allowed to know half as much of their heredity as we are of their hairdressing. We see the modern aristocrat in the most human poses in the illustrated papers, playing with his dog or parrot nay, we see him playing with his child, or with his grandchild. For imports and exports the licence system is already familiar; if the mines and railways are to be nationalised we may have to be licensed before we can burn coal or go away for a week-end; if the Eugenists have their way a licence will be necessary before we can propagate the species; and before we can get a licence to do anything we shall have to go through an exasperating process of filling in forms innumerable, inconsistent, overlapping and incomprehensible.

I hold it clear, therefore, if anything is clear about the business, that the Eugenists do not merely mean that the mass of common men should settle each other's marriages between them; the question remains, therefore, whom they do instinctively trust when they say that this or that ought to be done. What is this flying and evanescent authority that vanishes wherever we seek to fix it?

But this method if applied on a wholesale scale as it would need to be and without reference to the consent of the individual is entirely opposed to modern democratic feeling. Thus those short-sighted eugenists who overlook the importance of environment are overlooking the only practical channel through which their aims can be realized.

Predisposition in any direction will probably be shown to be caused by them, within limits. Research here has its opportunity. A vast new territory of inquiry and achievement, as yet totally unexplored, is opened by the endocrines to the eugenists, and those idealists whose most earnest aspiration is the improvement of racial stock as a necessary preliminary to improvement of racial life.
