We now pass from mere individual men who obviously cannot be trusted, even if they are individual medical men, with such despotism over their neighbours; and we come to consider whether the Eugenists have at all clearly traced any more imaginable public authority, any apparatus of great experts or great examinations to which such risks of tyranny could be trusted.

A Eugenist might indeed plausibly say that the government is an absent-minded and inconsistent person who occupies himself with providing for the old age of people who have never been infants. I will not deal here in any detail with the fact that some Eugenists have in our time made the maniacal answer that the police ought to control marriage and birth as they control labor and death.

The criticism is often made, from this standpoint, that the hard-and-fast rules which the eugenists propose would, in point of fact, have put under the ban some of the most illustrious names in the annals of mankind men whose genius was accompanied with some of the very traits which they hold should most positively be prevented from appearing.

We can hope for no advance until we attain a new conception of sex, not as a merely propagative act, not merely as a biological necessity for the perpetuation of the race, but as a psychic and spiritual avenue of expression. It is the limited, inhibited conception of sex that vitiates so much of the thought and ideation of the Eugenists.

But say to them, in a simple, manly, hearty way "Let's eat a man!" and their surprise is quite surprising. Yet the sentences say just the same thing. Now, if anyone thinks these two instances extravagant, I will refer to two actual cases from the Eugenic discussions. When Sir Oliver Lodge spoke of the methods "of the stud-farm" many Eugenists exclaimed against the crudity of the suggestion.

In the last chapter of the first half of the book I give what is, I believe, the real secret of this confusion, the secret of what the Eugenists really want. They want to be allowed to find out what they want.

But I prefer here to stick to a strictly logical line of distinction, and insist that whereas in all previous persecutions the violence was used to end our indecision, the whole point here is that the violence is used to end the indecision of the persecutors. This is what the honest Eugenists really mean, so far as they mean anything.

Eugenists demonstrate that two-thirds of our manhood of military age are physically too unfit to shoulder a rifle; that the feeble-minded, the syphilitic, the irresponsible and the defective breed unhindered; that women are driven into factories and shops on day-shift and night-shift; that children, frail carriers of the torch of life, are put to work at an early age; that society at large is breeding an ever-increasing army of under-sized, stunted and dehumanized slaves; that the vicious circle of mental and physical defect, delinquency and beggary is encouraged, by the unseeing and unthinking sentimentality of our age, to populate asylum, hospital and prison.

Now, as the findings of Tredgold and Karl Pearson and the British Eugenists so conclusively show, and as the infant mortality reports so thoroughly substantiate, a high rate of fecundity is always associated with the direst poverty, irresponsibility, mental defect, feeble-mindedness, and other transmissible taints.
