A League of Nations with Clauses 5 and 10 and the prolonged exclusion of the vanquished cannot but accentuate the diffidence of all the democracies and the aversion of the masses. But the League of Nations can be altered and can become indeed a great force for renovation if the problem of its functioning be clearly confronted and promptly resolved.

The manners of the Americans of the United States are, then, the real cause which renders that people the only one of the American nations that is able to support a democratic government; and it is the influence of manners which produces the different degrees of order and of prosperity, that may be distinguished in the several Anglo-American democracies.

If human nature were different in America from what it is elsewhere; or if the social condition of the Americans engendered habits and opinions among them different from those which originate in the same social condition in the Old World, the American democracies would afford no means of predicting what may occur in other democracies.

And they little realized how tremendously moral issues could stir and unite democracies. We, on the other hand, knew little of their tradition, their literature, or their philosophy. Our statesmen did not read their newspapers, and rarely visited their country. We were deficient in that quality which President Murray Butler has spoken of as the "international mind."

We want all our peoples to understand, and we want all mankind to understand that our Empire is not a net about the world in which the progress of mankind is entangled, but a self-conscious political system working side by side with the other democracies of the earth, preparing the way for, and prepared at last to sacrifice and merge itself in, the world confederation of free and equal peoples.
