It gives me now great gratification to report that the Chilean Government in a most friendly and honorable spirit has tendered and paid as an indemnity to the families of the sailors of the Baltimore who were killed and to those who were injured in the outbreak in the city of Valparaiso the sum of $75,000.
Frascuelo had heard from the Chilean who brought his meals that there was an Englishwoman on board, but he did not know that she spoke Spanish fluently. He answered her question politely enough in the next breath, and the dog indicated the right door by hopping inside. Frascuelo was reclining on a lower bunk.
She, too, was excited, not quite mistress of herself. She did not know how far Gray's statements might have prejudiced her with the captain; she had already sent de Poincilit a note urging him to deny absolutely all knowledge of the plot to steal the boat, and attribute the American's summary action to his mistaken rendering of the Spanish patois used by the Chilean sailors.
Fabulous quantities of goods sent in by speculators loaded the market and would sell so low that it was actually cheaper to use bales of them than to use planks. Thus one muddy stretch was paved with bags of Chilean flour, another with tierces of tobacco, while over still another the wayfarers proceeded on the tops of cook stoves.
The term therein fixed for effecting the exchange of ratifications having elapsed, the convention falls unless the time be extended by amendment, which I am endeavoring to bring about, with the friendly concurrence of the Chilean Government.
The patrols were kept busy until the twentieth of January, when the Chileans marched triumphantly into Lima. The city presented a queer sight. From almost every house the flag of some foreign nation was flying, to save it from pillage and destruction; but scowling faces appeared at the windows. The first act of the Chilean army was to break in and rob the custom house.
A convention providing for the revival of the late United States and Chilean Claims Commission and the consideration of claims which were duly presented to the late commission, but not considered because of the expiration of the time limited for the duration of the commission, was signed May 24, 1897, and has remained unacted upon by the Senate.
Chile suggested that the international commission which was selected to take charge of the plebiscite, and which was composed of a Chilean, a Peruvian, and a neutral, should be presided over by the Chilean member as representative of the country actually in possession, whereas Peru insisted that the neutral should act as chairman.
When we remember that the principal effects of the land-shock were experienced within that angle which the Peruvian Andes form with the long north-and-south line of the Chilean and Bolivian Andes, we see at once that, had the centre of the subterranean action been near the scene where the most destructive effects were perceived, no sea-wave, or but a small one, could have been sent toward the shores of North America.
For a while the victors treated the Peruvians and their capital city shamefully. The Chilean soldiers stripped the national library of its contents, tore up the lamp-posts in the streets, carried away the benches in the parks, and even shipped off the local menagerie to Santiago! What they did not remove or destroy was disposed of by the rabble of Lima itself.
