Here the Pope in synod, as before in his letter to the Illyrian bishops, declares of the see of Constantinople that "it holds no rank among bishops". And, again, the Roman Council, in all its wording, censures the bishops who had been so weak as to accept a decree upon the faith of the Church from the hand of emperors, first the usurper Basiliscus, then Zeno, and at the time itself Anastasius.

Anastasius, perceiving that I paid but scant attention to his conversation, wriggled off his chair and stood before me with folded arms. "You adore each other with a great passion," he said. Marcellus also, according to Anastasius, after the persecution raised by Diocletian, appointed in Rome titular churches, in which penance as well as baptism were administered by priests, the former sacrament is conferred by the minor penitentiaries.

Leo by Anastasius, we read that after the Vandal ruin he supplied the parish churches of Rome with silver plate from the six silver vessels, weighing each a hundred pounds, which Constantine had given to the basilicas of the Lateran, of St. Peter, and of St. Paul, two to each. These churches were spared the plundering to which every other building was subjected.

Anastasius, the next emperor, succeeding in 491, followed the wise policy which Zeno had entered upon in the latter years of his reign, and he strictly adhered to the terms of the peace-making edict.
