There, on a hot July 4, 1898, to an expectant group under the shady trees, came the telegram announcing the destruction of the Spanish Armada, as it might have come to Queen Elizabeth in 1588; and there, later in the season, came the order summoning Hay to the State Department. Hay had no wish to be Secretary of State.
Yet the sum of the Queen's policy, for the year 1587, may be summed up in one word peace; peace for the Provinces, peace for herself, with their implacable enemy. In France, during the same year of expectation, we shall see the long prologue to the tragic and memorable 1588 slowly enacting; the same triangular contest between the three Henrys and their partizans still proceeding.
This building is the cabildo, or court-house, and dates from 1812. Near by is seen a white memorial pillar, built on the site of the cross that the first Spanish settlers planted in 1588. The population of Corrientes is about twenty thousand.

In 1588 it appears from his poem, entitled Moses his Birth and Miracles, that he was a spectator at Dover of the Spanish invasion, which was arrogantly stiled Invincible, and it is not improbable that he was engaged in some military employment there, especially as we find some mention made of him, as being in esteem with the gentlemen of the army.
If in 1588 he had helped to scatter the Invincible Armada, he now pillaged treasure ships on the coasts of the Spanish Main; if he had been with Drake to flout his Catholic Majesty at Cadiz, he now closed with the Spaniards within their distant cities beyond the seas. Thus he lined his own pockets with Spanish doubloons, and incidentally curbed Philip's power of invading England.
If history has ever furnished a lesson, how an unscrupulous tyrant, who has determined upon enlarging his own territories at the expense of his neighbours, upon oppressing human freedom wherever it dared to manifest itself, with fine phrases of religion and order for ever in his mouth, on deceiving his friends and enemies alike, as to his nefarious and almost incredible designs, by means of perpetual and colossal falsehoods; and if such lessons deserve to be pondered, as a source of instruction and guidance for every age, then certainly the secret story of the negotiations by which the wise Queen of England was beguiled, and her kingdom brought to the verge of ruin, in the spring of 1588, is worthy of serious attention.
