There will be no clearer test of the commitment of this Congress to the anti-inflation fight than the legislation that I will submit again this year to hold down inflation in hospital care. Over the next 5 years, my proposals will save Americans a total of $60 billion, of which $25 billion will be savings to the American taxpayer in the Federal budget itself.

It will afford definite knowledge of existing, and future liabilities under the present law and determination OF liabilities under any proposed change in the present law. We should have this information before creating further obligations for retirement annuities which will become liabilities to be met in the future from the money of the taxpayer.

In 1697 had begun the practice of leasing indirect taxes for the space of six years to contractors, the fermiers généraux. They paid in advance, and recouped themselves by grinding the taxpayer to the uttermost.

We have learned only too well that heavy taxation and excessive Government spending are not a cure-all. In too many cases, instead of solving the problems they were aimed at, they have merely placed an ever heavier burden on the shoulders of the American taxpayer, in the form of higher taxes and a higher cost of living.

Mayor Seidel's statement after a year in office, and the explanations of the Rev. Both the statement of the mayor and that of the city clerk are concerned with matters that interest primarily the business man and taxpayer. Mr. Thompson disclaims that there is anything essentially new even in the Socialists' plans, to say nothing of their performances.

It stood for a possible, nay, a probable capacity in Armour to take his place in the stable body of society, to recognize and make demands, to become a taxpayer, a churchgoer, a householder, a husband.

At the same time they have deceived our people because many of the intended beneficiaries received far less than was promised, thus undermining public faith in the effectiveness of Government as a whole. The time has come for us to draw the line. The time has come for the responsible leaders of both political parties to take a stand against overgrown Government and for the American taxpayer.

The tax possesses certain advantages from the standpoint of the taxpayer, also, assuming him to be an honest taxpayer who is not seeking opportunities to evade taxation. One advantage is that he is relieved in almost every case from the necessity of revealing to the tax officials the whole of his personal income. The tax does not pry into his personal affairs.

Since they have been purchased out of newly created bank funds, continuance of the present low rates of interest is entirely appropriate. To do otherwise would merely increase bank profits at the expense of the taxpayer. The 275-billion dollar debt poses a problem that requires careful consideration in the determination of financial and economic policies.

A reporter remarked upon this striking showing to the Boss. "Yes," said the great man, "the governor seems to have the unanimous support of the college professors and the New Yorkers who claim residence in Newport, Rhode Island; but I wonder what the taxpayer thinks." This figurative taxpayer personified for him the rural vote whose strength was his strength, and whose thought he made his own.
