The power of opening new roads, or altering the course of old ones, was vested in the Quarter Sessions. This matter is now under the control of the County Councils. The first government appropriation for roads was made in 1804, when L1,000 was granted; but between 1830-33, $512,000 was provided for the improvement and opening up of new roads.

In my last annual message I stated: The Union Pacific Railway, main line, was sold under the decree of the United States court for the district of Nebraska on the 1st and 2d of November of this year. The amount due the Government consisted of the principal of the subsidy bonds, $27,236,512, and the accrued interest thereon, $31,211,711.75, making the total indebtedness $58,448,223.75.
