Spain, thus reconquered, was nominally subject to Rome, but soon became really independent, and began to be the seat of a Christian civilization. This West-Gothic kingdom lasted for about three centuries, from 418 to 711, when it fell before the Moorish invasion.

The Mussulmans now make fifty-seven millions of the total of two hundred and eighty-eight millions in India. The armies of Islam had carried the crescent throughout Asia west of the Hindu Kush, and through Africa and Southern Europe, to distant Spain and France, before they obtained a foothold in the Punjab. The brilliant attempt in 711 to found a lasting Mahometan dynasty in Sind failed.

During this fiscal year there will be an increased expenditure, as compared to 1928, on veterans of $255,000,000, and an increased expenditure on construction work which may reach $520,000,000. Despite large economies in other directions, we have an indicated deficit, including the statutory retirement of the debt, of $2,123,000,000, and an indicated net debt increase of about $1,711,000,000.

Of the provinces in reference to which the report furnishes detailed statistics the United Provinces alone failed to show the same disparity, the number of posts held by the Mahomedans, 453, against 711 held by Hindus, being actually and very largely in excess of their proportion to population.

It was not adopted by the legislative bodies, but representatives were elected by the people for this sole purpose; and the new constitution was discussed at length in each of these assemblies. In the summer of 710 a Berber named Tarif was sent over to spy out the land, and in the spring of 711 the army of invasion was led over by Tarik Ibn Zeyad, a valiant chief, who had gained great glory in the wars with the Berber tribes. Who Tarik was cannot be told. He was of humble origin, probably of Persian birth, but possessed of a daring spirit that was to bring him the highest fame.

This body has at the present moment in Ireland 1,500 churches, to which 1,600 clergy minister, and as the population of that sect amounts to very little more than half a million it appears that there is one parson for every 363 parishioners, 800 Presbyterian ministers serve nearly a half million of people in the proportion of one for every 554 of that communion. 250 Methodist ministers are sufficient for 62,000 people in the ratio of one for every 248, and the 3,711 Catholic priests, who serve nearly four million of souls, are in the proportion of one for every 891, while in England the priests of the same communion amount to one for every 542.

Whether emphyteusis in any form remained is not quite certain, but it seems not; and during this government, and the Moorish one which superseded it in the year 711, the Iberian Peninsula enjoyed an interval of prosperity to which it had been a stranger for ages.

In 711 just three centuries later the Visigoth kingdom had disappeared as utterly beneath the Saracen flood as had its ill-fated King Roderick under the waters of the Guadalquivir; and fastened upon Christian Europe was a Mahommedan empire; an empire which all the combined powers of that continent have never since been able entirely to dislodge.

This gives, of convicts, one in every 635 of the whole population of the State; one in 711 of the native born; one in 417 of the Chinese; one in 632 of the Irish born; and one in 1024 of the Germans. That is to say, of the different nationalities the Germans contribute the fewest convicts, the native born next, the Irish next, and the Chinese the greatest number proportionately.
