The councils sought to put an end to this superstition. The sixteenth canon of the Council of Vannes, held in 465, forbade clerks, under pain of excommunication, to consult these sortes sacrae, as they were called. This prohibition was extended to the laity by the Council of Agde in 506, and by that of Orleans in 511.

The public expenditures during the fiscal year ending June 30, 1859, amounted to $83,751,511.57. Of this sum $17,405,285.44 were applied to the payment of interest on the public debt and the redemption of the issues of Treasury notes. The expenditures for all other branches of the public service during that fiscal year were therefore $66,346,226.13.

The first vote, the condemnation of the book, was carried by 777 to 386. The second, by a more evenly balanced division, 569 to 511. When the Vice-Chancellor put the third, the Proctors rose, and the senior Proctor, Mr. Guillemard of Trinity, stopped it in the words, Nobis procuratoribus non placet.

The bishops, on breaking up, sent these canons to Clovis, praying him to give them the sanction of his adhesion, which he did. A few months afterward, on the 27th of November, 511, Clovis died at Paris, and was buried in the church of St. Peter and St. Paul, nowadays St. Geneviève, built by his wife, Queen Clotilde, who survived him.

They could not read; they could not write; the joy of hunting was, in time, exhausted. They were restless, lost. The justice meted out by the great lords was, too often, the right of might. But at the Council of Orléans, in 511, a church was declared an inviolable refuge, where the weak should be safe until their case could be calmly and righteously judged.

Clovis, in 508, made Paris the official capital of his realm, and at his death in 511 divided his possessions between his four sons Thierry, Clodomir, Childebert and Clothaire. Clodomir after a short reign met his death in battle, leaving his children to the guardianship of their grandmother, Clotilde.

Official statements showed that the armed forces of the United States already amounted to a total of 3,074,572 men, including 2,570,780 in the army and 503,792 in the navy. The national army at this date contained 1,400,000 men, the regular army 525,741, the national guard 434,511 and the reserve corps 210,528.

Of the receipts there were derived from customs $102,316,152.99, from lands $588,333.29. from direct taxes $475,648.96, from internal revenue $109,741,134.10, from miscellaneous sources $47,511,448.10, and from loans applied to actual expenditures, including former balance, $623,443,929.13.
