Because at Rome, the proud mistress of the world, they thundered out the terrors of the law upon that idolatrous, war-making, and slave-holding community. Why were the martyrs stretched upon the rack, gibbetted and burnt, the scorn and diversion of a Nero, whilst their tarred and burning bodies sent up a light which illuminated the Roman capital?
Whilst this principle shall guide my public conduct, I consider it clear that under the war-making power Congress may appropriate money for the Construction of a military road through the Territories of the United States when this is absolutely necessary for the defense of any of the States against foreign invasion.
These causes of war do not appear, however, to be of the nature of a chain, giving us the impression that in order to break the habit of war, all we need do is to discover the weakest link in the chain of causes, break the chain there, and so interrupt the whole mechanism of war-making in the world.
Lloyd George," he said, "has a very keen sense of humor and a great power over the multitude, but with this he displays a startling indifference to, if not ignorance of, the larger affairs of nations." In the course of a walk Mr. Lloyd George expressed surprise when informed that in the United States the war-making power was invested in Congress.
He found it to fall within the objections which he had assigned in his message vetoing the Senate bill on the same subject. He believed that the only ground upon which this kind of legislation could be justified was that of the war-making power. By contrast with the harried country from which we had just emerged this seemed a small Paradise of peace.

Such were the main features of the most singular set of laws any nation ever had, the best fitted to make a nation of soldiers, and also to prevent intellectual progress in any other direction than the single one of war-making. Even eloquence in speech was discouraged, and a brief or laconic manner sedulously cultivated. But while all this had its advantages, it had its defects.
Tom Herbert's laugh was contagious; his whole bearing so sunny and riante that he was charming. "Well, how did you awake from your dolce far niente?" I said. "By an effort of the will, old fellow for I really could not stand that. It was glorious, delightful that war-making in town; but there was a thorn in it. I was ashamed of myself.
It is a usurpation of the war-making power, which belongs alone to Congress; and the Government itself, at least in the estimation of the world, becomes an accomplice in the commission of this crime unless it adopts all the means necessary to prevent and to punish it.
