It has been claimed that southern representatives in Congress during the decade before the war managed to prevent any legislation favorable to overland mail routes running North of the slave-holding states; and that they concentrated their strength to render government aid to the southern routes whenever possible.

Johnson were anomalous and in many respects contradictory. By birth he belonged to that large class in the South known as "poor whites," a class scarcely less despised by the slave-holding aristocracy than were the human chattels themselves. Born in North Carolina, and bred to the trade of a tailor, he reached his fifteenth year before he was taught even to read.

We know that great advantage in that respect is enjoyed by the slave-holding States; and we know, too, that the intended equivalent for that advantage, that is to say, the imposition of direct taxes in the same ratio, has become merely nominal, the habit of the government being almost invariably to collect its revenue from other sources and in other modes.

The Doctrine was thus a statement of international aloofness, a declaration of American independence of the remainder of the world. The Monroe Doctrine soon lost its political character. The southern statesmen who were then guiding the destinies of the United States were looking with longing eyes into Texas, Mexico, Cuba and other potential slave-holding territory.

We have a place, all of us, in a long story a story we continue, but whose end we will not see. It is the story of a new world that became a friend and liberator of the old, a story of a slave-holding society that became a servant of freedom, the story of a power that went into the world to protect but not possess, to defend but not to conquer.

Excepting a few impudent, half-educated, and pestiferous pretenders, the Negro masses of the South are honest, well-meaning, industrious, and safe citizens. They are in sympathy with the superior race; they find protection and encouragement with the old slave-holding class; if left alone, they would furnish the bone and sinew of a secure and progressive civilization.

When it is proposed to bring new members into this political partnership, the old members have a right to say on what terms such new partners are to come in, and what they are to bring along with them. In my opinion, the people of the United States will not consent to bring into the Union a new, vastly extensive, and slave-holding country, large enough for half a dozen or a dozen States.

If the divine law declares that the white man is the equal of the negro woman, that they are on a perfect equality, I suppose he admits the right of the negro woman to marry the white man. * I do not believe that the signers of the Declaration had any reference to negroes when they used the expression that all men were created equal. * They were speaking only of the white race. * Every one of the thirteen colonies was a slave-holding constituency.

Hence, while they had secured in 1819 the cession from Spain to the United States of the Slave-holding Floridas, and the organization of the Slave Territory of Florida in 1822 which subsequently came in as a Slave State under the same Act that admitted the Free State of Iowa their greedy eyes were now cast upon the adjoining rich territories of Mexico. They had failed.
