This could not be delayed, not only on account of Leopold's birthday, but for a more important reason, which Kuehlmann undoubtedly explained to Czernin: "If we should send our representatives into the Ukraine just now, they might really convince themselves that the Rada does not exist; and then we shall have to face a single All-Russian delegation which would spoil our prospects in the negotiations."... By the Austro-Hungarian delegation we were advised to put principle aside and to place the question on a more practical plane.

Under the rule of the Bolsheviki the local organs of Jewish autonomy in the Ukraine were entirely destroyed. The chairman of the Jewish Community in Kiev, Mr. D. Levenstein, has testified to the brutal treatment of the Jews in that city during the Bolshevist occupation.

It was the free importation of Egyptian and Lybian grain, consequent on the extension of the Roman dominion over their fertile fields, which effected the result. Were England to extend its conquering arms over Poland and the Ukraine, and, as a necessary consequence, expose the British farmer to the unrestrained competition of Polish and Russian wheat, precisely the same result would ensue.

Secondly, and this is very characteristic, Trotski said he could never agree to our making peace with the Ukraine, since the Ukraine was no longer in the hands of its Rada, but in the hands of his troops. It was a part of Russia, and to make peace with it would be interfering in the internal affairs of Russia itself.

The borders of Poland will reach in time to the Baltic Sea in the north, the Carpathians and the Dniester in the south, in the east the country almost as far as Smolensk, in the west to the parts of Germany, Brandenburg and Pomerania. The new patriots dream of an immense Poland, the old Poland of tradition, and then to descend into the countries of the Ukraine and dominate new territories.

In one case a large sum of money and a mission were sent to "create the independent state of the Ukraine," so impatient were peoples in the West to obtain a substitute for the Russian ally whom they had lost in the East, and great was their consternation when their protégés misspent the funds and made common cause with the Teutons.

But bounty and hospitality very seldom lead to extravagance; though vanity almost always does. Every Tartar chief, accordingly, has a treasure. The treasures of Mazepa, chief of the Cossacks in the Ukraine, the famous ally of Charles XII., are said to have been very great. The French kings of the Merovingian race had all treasures.

Only two fifths of Czechs are satisfied with their own life or with the state of their nation. Three quarters are unhappy with the world at large. The figures are even way lower in Slovakia, Poland and Ukraine. Only Uzbeks are content, probably for want of knowing better. In Russia, less than one fifth are at ease with their life, their country, or the world.

But with the further development of events in Russian territory and in the Ukraine, and the more the antagonism between the Ukrainian masses and the Rada increased, the greater became the Rada's readiness to conclude any kind of treaty with the governments of the Central Empires, and, if need be, to drag German imperialism into the internal affairs of the Russian Republic, in order to support the Rada against the Russian revolution.

'Because it was such a happy surprise for them, she added hastily. 'No, nonsense, child, but it is just what they always do when they want a supposititious heir. 'Ida, how can you say such things? 'But it is, Conny! There was the wicked Sir Ronald Macronald. He took his wife away to Belgrade, right in the Ukraine mountains, and it
