Though his folks were Republicans, and had been since the Civil War, he deemed it a political mistake to vote that ticket in a Democratic county. At an early age he began voting and working in the Democratic primaries and soon acquired considerable influence with farm laborers and tenant-farmers, the men who usually do the voting in country primaries.
Leases for shorter periods, granted either for a fixed sum of money or on condition that the lessee should bear all the costs of tillage and should receive in return a share, ordinarily perhaps one half, of the produce, were not unknown, but they were exceptional and a makeshift; so that no distinct class of tenant-farmers grew up in Italy.
Perhaps the clergy and gentry are in some things less powerful than the local newspaper, for, from a variety of causes, agricultural society has become extremely sensitive to public opinion. The temperate and thoughtful arguments put forward by a paper in which they have confidence directly affect the tenant-farmers.

I propose to introduce a system which would gradually, no doubt rapidly and easily, without injuring anybody, make many thousands who are now tenant-farmers, without lease and security, the owners of their farms in this island.
These sons and daughters of rich tenant-farmers, peasant proprietors, or even day-labourers, are far ahead of the young people in Anjou, and each would be considered a wonder in benighted Brittany. They are, in fact, quite accomplished, not only learning singing, drawing and other accomplishments, but are able to take part in dramatic entertainments.
There exists a class of tenant-farmers who are not to be satisfied with the removal of grievances in detail. They are animated by a principle something far beyond such trifles. Unconsciously, no doubt, in many cases that principle approximates very nearly to the doctrine proclaimed in so many words by the communistic circles of cities.
During all these years the tenant-farmers complained rarely of their leases, though they were often subject to covenant nuisances about cropping, selling off the farm, game, and incoming for the new tenant. But during the last ten years the process is reversed. Here the tenant suffered a heavy loss. When in former years he got a gain he never proposed to allow his landlord 15 per cent extra rent.
Why should the object of the law be to accumulate land in great masses in few hands, and to make it almost impossible for persons of small means, and tenant-farmers, to become possessors of land?
I could relate many interesting reminiscences of Captain Barclay, but as most of them have been published already, I have only given a few well-authenticated anecdotes, which, so far as I know, have never before appeared. He was found dead in his bed in 1854: and in him the tenant-farmers of Scotland and the poor of his own neighbourhood lost one of their best friends.
