The strange alliance seemed to be the outcome of a strong will acting constantly on a weak character, on the fluid nature peculiar to the Slavs, which, while it does not hinder them from showing heroic courage in battle, gives them an amazing incoherency of conduct, a moral softness of which physiologists ought to try to detect the causes, since physiologists are to political life what entomologists are to agriculture.

The result of applying the principle of nationality to the Southern Slavs and Roumanians would thus be to create two powerful national States at the expense of the Habsburg Monarchy; and here it is well to repeat that such drastic territorial changes are only possible if the military power of Austria suffers an almost complete eclipse.

Before Cavour's death, there had been frequent discussion of a project for revolutionising the east of Europe on a grand scale; Hungary and the southern provinces of the Austrian Empire were to co-operate with the Slavs and other populations under Turkey in a movement which, even if only partially successful, would go far to facilitate the liberation of Venice.

Until she seized on part of the spoils of Poland, her Slavonic subjects were for the most part germanized Slavs; and even after acquiring Posen and Warsaw at the close of the eighteenth century, she could still claim to be the chief Germanic State. It was the same in Austria-Hungary. Austrian and Hungarian prelates have passed in silence the fearful travesties of justice by which, in recent years, their statesmen sought to compass the judicial murder of scores of Slavs; they raised no voice when, at the grave risk of a European war, Austria dishonestly annexed Bosnia and Herzegovina; they gave their tacit or open consent when Austria, refusing mediation, declared war on Serbia and inaugurated the titanic struggle; and they have passed no condemnation on the infamies which the Magyar troops perpetrated in Serbia.

The first three men who died in action were Slavs. The Slavs who went from Hamtramck and Detroit to Europe made themselves proud records as fighters. Hundreds of them who had not been naturalized were citizens before they took off the O. D. uniform in which they had fought. It was a cruel slur upon the manhood of the American soldier to make such explanations upon such slight evidences.
