The great bulk of the population neither owned slaves nor was connected with those who did; many favoured emancipation; and the working men, a rapidly increasing class, were distinctly antagonistic to slave-labour.

Central and Southern America thus came to be peopled by a hybrid race, speaking Spanish, large elements of which were conscious of their own inferiority. This in itself would perhaps have been a barrier to progress. But the concentration of attention upon the precious metals, and the neglect of industry due to this cause and to the employment of slave-labour, formed a further obstacle.

One writer proposes to work convicts in gangs at out-door labour, such as mining, and making railways; but the public would never tolerate the spectacle of this worst species of slave-labour; and besides, the employment of honest workers would be ruined. We are inclined to think that imprisonment, in a severe form, is after all the only practicable means of dealing with criminals.

Had it reached that completion, the economic influence of slavery would have been altogether bad; as it was, the introduction of slave-labour on a large scale did valuable service to Italian agriculture in the last century B.C. by contributing the material for its revival at a time when the necessary free labour could not have been found.

What will be the result of a complete amalgamation of all these classes, which one day must arrive, together with an admixture yet more opposed, an admixture as certain nevertheless as is the march of time, but which cannot now be named, and which these classes would each and all shudder to contemplate, an amalgamation that has already begun, and is in truth in full progress; and this increase a falling-off in the price of cotton, so as to render slave-labour less valuable, will infallibly hasten in a ratio perfectly geometrical.

Under the unnatural disturbance of relations occasioned by the lamentable system of slave-labour, it would perhaps have been justifiable to impose a duty on transmarine corn for the protection of the Italian farmer; but the very opposite course seems to have been pursued, and with a view to favour the import of transmarine corn to Italy, a prohibitive system seems to have been applied in the provinces for though the Rhodians were allowed to export a quantity of corn from Sicily by way of special favour, the export of grain from the provinces must probably, as a rule, have been free only as regarded Italy, and the transmarine corn must thus have been monopolized for the benefit of the mother-country.

Again, there came a time when, viewed by the side of other forms of service which had meanwhile come into existence, slavery, with its various incidents, began to shock the philanthropic sentiments of the more civilized races of mankind, while the question also began to be raised whether slave-labour was not economically at a disadvantage, when compared with free labour, and the result of these combined considerations, often aided by a strong and enthusiastic outburst of popular feeling, has been the total disappearance of slavery amongst civilized, and its almost total disappearance even amongst barbaric or semi-civilized races.

The southerners however claimed that they could not grow their cotton without slave-labour, and for almost fifty years a mighty debate raged in both the Congress and the Senate. The North remained obdurate and the South would not give in. When it appeared impossible to reach a compromise, the southern states threatened to leave the Union. It was a most dangerous point in the history of the Union.

The bad government kills out the good government as surely as slave-labour destroys free-labour, or as a debased currency drives out a sound currency. The existence of proconsuls in the provinces, with great armies at their beck and call, brought about such results as might have been predicted, as soon as the growing anarchy at home furnished a valid excuse for armed interference.

The weakness of slave-labour, its lack of intelligence and spirit could not have been so keenly felt as it was on the great agricultural estates, which offered employment chiefly for the unskilled; and the difficulties that might arise from the lack of strength or interest, from the possession of hands that were either feeble or inert, were probably overcome in the same uncompromising manner in the workshop of the contractor and on the domains of the landed gentry.
