Money must be provided to conduct the great war on which we have embarked money for our new army, money for ship-building, money for our allies. Mr Cochran has invented one; and it is said that at the Earl of Rosse's first soirée as president of the Royal Society, a model of this timber-cutting machine was exhibited; that Prince Albert cut a miniature timber with it; and that he thus began an apprenticeship to the national art of ship-building.
No doubt many of these records are grotesque enough, nevertheless they must be correct in the main particulars. Homer, who lived 1000 B.C., gives, in his "Odyssey," an account of ship-building in his time, to which antiquarians attach much importance, as showing the ideas then prevalent in reference to geography, and the point at which the art of ship-building had then arrived.
A law was passed requiring each county to erect tan-houses, while encouragement was given to a salt works on the Eastern Shore. Bounties were also offered for ship-building. In 1666 a bill was passed making it compulsory for the counties to enter upon the manufacture of cloth. The reading of this act shows that the Assembly understood fully the causes of the distress of the people.

I hardly dare set it down. Yes; what was it that was needed, what ingenious combinations of ship-building, what transverse bulkheads, what skill, what genius how much expense in money and trained thinking, what learned contriving, to avert that disaster?
