"As a matter of fact, big and legitimate capital is fighting shy of Alaska. Conditions are such, thanks to red-tapeism and bad politics, that capital, big and little, looks askance at Alaska and cannot be interested. Think of it, Miss Standish! There are thirty-eight separate bureaus at Washington operating on Alaska, five thousand miles away. Is it a wonder the patient is sick?

After going through all the formality of red-tapeism, and being snubbed with tweedle-dum and tweedle-dee, I got my furlough. When it started out, it was on the cleanest piece of paper that could be found in Buck Lanier's sutler's store. After it came back, it was pretty well used up, and looked as if it had gone through a very dark place, and been beat with a soot-bag.

The date of my arrival in India is another favourite and constantly recurring enquiry, and this might lead me to give you a dissertation upon the theory and practice of Red-tapeism, with a special consideration of the amount of stationery thereby wasted, and its probable cost to the Government.

Far wiser was the old system of provincial legislature, in which the people were really represented, a system in which personality counted for much and men were brought into familiar and friendly relations with each other, not kept apart by the rubicon of red-tapeism, and liable to have the door of the Closure slammed in their faces at some critical juncture of discussion, and the subject shelved.

The scenery and vegetation of the neighborhood are beautiful, the quiet Malay life which passes before one in a series of pictures is very interesting, and the sight of wise and righteous rule carried on before one's eyes, with a total absence of humbug and red-tapeism, and which never leaves out of sight the training of the Malays to rule themselves, is always pleasing.

Hence, on my next round, I said to the owner, "Please speak to the warden or deputy about your glasses, and they will return them, probably, all right," not giving him the least hint as to how matters really stood, though I could but think, "Here is red-tapeism with a vengeance; not permitted to speak of anything in my own department."

What he, in spite of these multifarous occupations, attempted to do for the Royal library at least testifies to the grandeur of his conceptions and the boldness of his schemes. His failure to place the library within the reach of students was as much due to the stultifying effects of red-tapeism as to the disorganised condition of the library itself.

These people had certain land grievances, the exact nature of which it is not easy even now to ascertain; but there is no doubt that they laboured under the delusion that, because there was much red-tapeism and some indifference at Ottawa in dealing with their respective claims, there was a desire or intention to treat them with injustice.
