"The Constitution did more than this. To correct abuses of the interests of the farmers from whose fields warehousemen in combination with corporate common carriers had been drawing riches, it declared all elevators or structures where grain or other property was stored for a compensation, public warehouses, and expressly directed the General Assembly to pass laws for the government of warehouses, for the inspection of grain, and for the protection of producers, shippers, and receivers of grain and produce.

For when once the great mass, of the lower and immensely larger division of the community, shall have become filled with an absolute, and almost unanimous conviction, that they, the grand physical agency of that community; that they, the operators, the producers, the preparers, of almost all it most essentially wants; that they, the part, therefore, of the social assemblage so obviously the most essential to its existence, and on which all the rest must depend; that they have their condition in the great social arrangement so disposed as not to acknowledge this their importance, as not to secure an adequate reward of these their services; we say, when this shall have become the pervading intense conviction of the millions of Europe, we put it as a question to any rational thinker, whether and how this state of feeling can be reversed or neutralized, if the economy which has provoked it shall yield to no modification.

The serfs, the villeins and the town plebs were almost alone the victims of the scourge. The little that they produced met the needs of their masters the seigneurs, counts, dukes, bishops or abbots; the producers themselves, however, expired under the tortures of starvation.

By 1793 it had become evident that Canada, Nova Scotia, and their neighbors, could not fill the place in an imperial system which it had been hoped they would take, as producers of lumber and food stuffs. This increased the relative importance of the West India Islands to the empire, just when the rise in price of sugar and coffee made it more desirable to develop their production.

Now, if new unproductive consumers resort to the place, it is clear that for the latter of these two purposes, more capital will be required than before. Consequently, if less is not required for the former purpose, more capital will establish itself at the place. Until this additional capital has arrived, the producers and dealers already on the spot will enjoy great advantages.

On the contrary, the appeal of those strictly educational lessons may be less deep than the producers hope, because the untrained minds, especially of youth and of the uneducated audiences, have considerable difficulty in following the rapid flight of events when they occur in unfamiliar surroundings. The child grasps very little in seeing the happenings in a factory.

The machinery of this organization, however, need not be either complicated or expensive. What is required is a system of nuclei in towns or large villages, which may serve as centers of information and as gathering receptacles for the crops of surrounding producers.

But, pending the realization of that organization which must elevate competition to its veritable nature, it remains a civil war in which producers, instead of aiding each other in labor, grind and crush each other by labor.

Let us consider for a moment the effect and the nature of this law. For you there remain forever the bare necessities of life, for the employer everything produced by labor beyond this amount. This advantage in no way affects, however, your activity as producers.

They are no longer producers, but consumers; and their prosperity is contingent upon the prosperity and good will of other people who are more or less alien. Only when a considerable percentage of a nation is living close to the land can the highest type of independence and prosperity be enjoyed. This law applies to the mass and also to the individual.
