But, as the dramatic spectacles at this period were regularly given by the aediles and praetors who were entirely dependent on the senate, and even extraordinary festivals, funeral games for instance, could not take place without permission of the government; and as the Roman police, moreover, was not in the habit of standing on ceremony in any case, and least of all in dealing with the comedians; the reason is self-evident why this comedy, even after it was admitted as one of the Roman national amusements, might still bring no Roman upon the stage, and remained as it were banished to foreign lands.
The members of it had virtually been elected for life by the people, and were almost entirely those who had been quaestors, aediles, praetors, or consuls; and these offices had been long open to the plebeians. It was an aristocracy, in theory a real one, but tending to become, as civilization went forward, an aristocracy of the rich.
The election of praetors was then held. The persons elected were, Publius Cornelius Lentulus, Publius Quinctilius Varus, Publius Aelius Paetus, and Publius Villius Tappulus. The last two were plebeian aediles when elected praetors. The elections finished, the consul returned into Etruria to his army.
Two nights ago some spies reported to one of the praetors that some persons, believed to be Christians, were in the habit of assembling one or two nights a week at a lonely house belonging to a freedman. A guard was set and the house surrounded, and fifty people were found there. Some of them were slaves, some freedmen, some of them belonged to noble families, and among them was Ennia.
The elaborate and complicated constitution of the Romans, on which so much genius and experience were employed, was subverted when Caesar passed the Rubicon. Only forms remained, a bitter mockery, and a thin disguise. These were nothing. Neither consuls, nor praetors, nor pontiffs, nor censors, nor tribunes existed, except in name.

"This decree," it runs, "was made by the senate and people, upon the representation of the praetors: "Whereas those Jews who are our fellow-citizens, and live with us in this city, have ever had great benefits heaped upon them by the people, and have come now into the senate, and desired of the people that, upon the restitution of their law and their liberty by the senate and people of Rome, they may assemble together according to their ancient legal custom, and that we will not bring any suit against them about it; and that a place may be given them where they may hold their congregations with their wives and children, and may offer, as did their forefathers, their prayers and sacrifices to God: now the senate and people have decreed to permit them to assemble together on the days formerly appointed, and to act according to their own laws; and that such a place be set apart for them by the praetors for the building and inhabiting the same as they shall esteem fit for that purpose, and that those who have control of the provisions of the city shall take care that such sorts of food as they esteem fit for their eating may be imported into the city."
On this account he was permitted by the people to choose one of the praetors year after year. During this same period Marcus Crassus was sent into Macedonia and Greece and carried on war with the Dacians and Bastarnae. It has already been stated who the former were and how they had been made hostile.
XXXVI. He also made several other alterations in the management of public affairs, among which were these following: that the acts of the senate should not be published ; that the magistrates should not be sent into the provinces immediately after the expiration of their office; that the proconsuls should have a certain sum assigned them out of the treasury for mules and tents, which used before to be contracted for by the government with private persons; that the management of the treasury should be transferred from the city-quaestors to the praetors, or those who had already served in the latter office; and that the decemviri should call together the court of One hundred, which had been formerly summoned by those who had filled the office of quaestor.
At the conclusion of this speech, he laid the keys of the gates and of the royal treasure at their feet; and on that day, retiring from the assembly in the highest spirits, they made supplication with their wives and children at all the temples of the gods. On the following day an assembly was held for the election of praetors.
