Wilford was just then too much occupied in his efforts to rescue Katy from the crowd of plebeians who had seized upon her to hear his friend's query, but Helen heard it, and with a cheek which crimsoned with anger, she replied: "That, sir, is my aunt, Miss Betsy Barlow."

A mutiny ensued, and though it was quelled, more concessions were made to the plebeians, and their debts were generally abolished. Meantime the Latins saw evidence that the power of Rome was growing more rapidly than their own, and they, therefore, determined to go to war to obtain the equality that they thought the terms of the treaty between the nations authorized them to expect.

By these laws, however, and these grants of land, they so cajoled the people, that they voted to Cæsar the government of Illyricum and all Gaul with four legions for five years, though Cato warned them that they would by their own votes plant the tyrant in the Acropolis; and they transferred by illegal means Publius Clodius from the patrician order to the plebeians, and made the man a tribune, who was willing to do anything in his public capacity to serve them, on condition that they would let Cicero be driven out; and they made consuls Piso Calpurnius, the father of Cæsar's wife, and Gabinius Aulus, a man from the lap of Pompeius, as those say who were acquainted with his habits and life.

The Ogulnian law of 454 accordingly threw these also open to plebeians, by increasing the number both of the pontifices and of the augurs from six to nine, and equally distributing the stalls in the two colleges between patricians and plebeians. Equivalence of Law and Plebiscitum

It would have been better for the commons had Brutus established a monarchy with more limited powers, for the plebeians were now subjected to the tyranny of a proud and grasping oligarchy, and lost a powerful protector in the king, and the whole internal history of Rome, for nearly two centuries, were the conflicts between the plebeians and their aristocratic masters for the privileges they were said to possess under the reign of Tullius.

The House of Lords and that of the Commons divide the legislative power under the king, but the Romans had no such balance. The patricians and plebeians in Rome were perpetually at variance, and there was no intermediate power to reconcile them.

He next retook Lavinium: he then took in succession Corbio, Vitellia, Trebia, Lavici, and Pedum: Lastly he marches from Pedum to the city, and having pitched his camp at the Cluilian trenches five miles from the city, he from thence ravages the Roman territory, guards being sent among the devastators to preserve the lands of the patricians intact; whether as being incensed chiefly against the plebeians, or in order that dissension might arise between the senators and the people.

The needy descendants of the old Patricians yoked themselves with fortunate Plebeians, and the blooming maidens of a comfortable obscurity sold themselves, without shame or reluctance, to the bloated sensualists who could give them what they supremely valued, chariots and diamonds. It was useless to appeal to elevated sentiments when happiness consisted in an outside, factitious life.

Why did the morals become corrupt, and whence arose those eternal dissensions between the patricians and the plebeians? So we are doing to-day; instead of altering our public economy, we demand an electoral reform. The Roman people wished to return to the social compact; they asked for reforms, and demanded a revision of the laws, and a creation of new magistracies.

Here and there chequering the dusky monotony of masses of dirty tunics might be discerned the refreshing vision of a clean robe, or the grateful indication of a handsome person. Little groups, removed as far as possible from the neighbourhood of the noisy plebeians, were scattered about, either engaged in animated conversation, or listlessly succumbing to the lassitude induced by a recent bath.
