Either the grand programme must be reduced, or new funds be raised, yet the leading political parties have been absolutely opposed to any substantial increase of the land tax, which seems to be the only available source of increase even to meet the current expenses of the government, to say nothing of the post-bellum programme. So has a burst of sentiment buried all prudential considerations.

The adrenal personalities in all their variations must be safeguarded and carefully looked after in the strained complexities of modern post-bellum civilization. In a sense, the adrenal type is the Atlas of the twentieth century world, and small wonder that he and his descendants stagger beneath the burden.

Partisan editors of both camps were glad when the sessions closed, for it had been no easy matter to defend or applaud the acts of either majority or minority, so easily did Republicans and Democrats plot together at neutral campfires. It had not been so in those early post-bellum years, when Oliver Morton of the iron mace still hobbled on crutches.

She knew that the leader of a would-be nation had declared: "A thousand must die as slaves or paupers in order that one gentleman may live. Yet they are cheap to any nation, even at that price." So she feared that the victors in the post-bellum strife which was raging around her would succeed, for a time at least, in establishing this ideal "class society."

The Central of Georgia Railroad improved its service in 1858 by instituting a negro sleeping car an accommodation which apparently no railroad has furnished in the post-bellum decades. While the traders were held in common contempt, the incidents and effects of their traffic were viewed with mixed emotions. Its employment of shackles was excused only on the ground of necessary precaution.

This time the lesson is enlivened by the portrayal of certain typical characters of the post-bellum South. These chapters, extensively rewritten, were published as a book in 1909. The Atlantic autobiography had attracted wide attention, and the identification of the author had been immediate and accurate.

It was owing to his constant arraignment of illegal acts of the post-bellum régime that the people finally aroused, in 1870, and regained the State for white supremacy and Democratic government. He challenged the authors of the Reconstruction measures to discuss the constitutionality of the amendments.

But while it may be true that the cap and gown, and the more strenuous observance of scholastic proprieties which came with them, were floated in on this post-bellum tidal wave of reversion to barbarism, it is also no doubt true that such a ritualistic reversion could not have been effected in the college scheme of life until the accumulation of wealth in the hands of a propertied class had gone far enough to afford the requisite pecuniary ground for a movement which should bring the colleges of the country up to the leisure-class requirements in the higher learning.

Tom looked like a statesman anyhow, and that's more than most of 'em do." She continued her efforts to divert his thoughts from the real matter at hand, summoning from the shadows all the Hoosier statesmen of the post-bellum period to aid her, and she purposely declared her admiration of several of these to provoke Kelton's ire.

The question of the disposition to be made of the railroads after the war is one of the most important and far-reaching of the post-bellum questions which will confront us. It will be one of the great test questions, the answer to which will determine whither we are bound.
