A hundred years has sufficed to promulgate ideas of the sacredness of private property that place its preservation and protection among the chief duties of man. Economic organization; the control of all important branches of public affairs, and the elevation of property rights to a place among the beatitudes by these three means was the authority of the plutocracy established and safeguarded.

But this is not all. A great city on this great bay, beside this greatest of oceans, centrally situated, through whose Golden Gate pass the waters drained from broad fertile valleys, a harbor without an equal, with some hundreds of miles of water front ready for a thousand industries, where ocean vessels may moor beside factories and warehouses, with a climate temperate, equable, healthful, and brewed for industry; a city here, ugly or beautiful, fostered or oppressed, given over to the sharks of speculation or safeguarded as one of the brightest jewels of the nation, is an inexorable necessity; its destiny is assured; and all the powers of graft and greed cannot prevail against it.

We must see to it that there is no over-crowding, that there is no bad sanitation, that there is no unnecessary spread of avoidable diseases, that the purity of food is safeguarded, that there is every precaution against accident, that women are not driven to impossible tasks, nor children permitted to spend their energy before it is fit to be spent.

Don't let some wretched underling be made the scapegoat of this criminal state of affairs, for the taint of this shameful thing rests upon you, upon every Briton whose homes, privileges, and prosperity are being safeguarded by these famishing men. The folk in authority will probably tell you that General Rundle and his splendid fellows are so isolated that food cannot be obtained for them.

The House was so far from being favourable to the King's scheme, that it would have thrown it out, but for his arbitrary closure of the debate; it did throw out the proposal of life representatives; and it safeguarded the other clauses of the measure with so many caveats, that had they been observed, it could not have served for the restoration of the bishops.

Why did the unfortunate prince not do the same as two sovereigns in possession of hereditary rights and duties, Victor Emmanuel after Novara, and Francis Joseph after Sadowa, who both of them safeguarded their territory and the honour of their armies? Because he was a bastard sovereign and dared not reappear before his electors once he was beaten.

Treat the Catholic Church as Divine only and you will stumble over her scandals, her failures, and her shortcomings. Treat her as Human only and you will be silenced by her miracles, her sanctity, and her eternal resurrections. She consists of fallible men, and her Humanity is not even safeguarded as was that of Christ against the incursions of sin.

Alike in the United States of America, the Swiss Republic, and the German Empire, the constituent states as well as the nations are recognized as sovereign, possessing certain rights or powers safeguarded by the constitution against all encroachments of the central or federal government.

As a consequence, a condition of affairs now exists in Mexico which has made it doubtful whether even the most elementary and fundamental rights either of her own people or of the citizens of other countries resident within her territory can long be successfully safeguarded, and which threatens, if long continued, to imperil the interests of peace, order, and tolerable life in the lands immediately to the south of us.

Even the tin-pot fraternal orders, which are constantly cadging for members and seem to accept any one not a downright felon, are exclusive in their fantastic way, and no doubt there are hundreds of thousands of proud American freemen, the heirs of Washington and Jefferson, their liberty safeguarded by a million guns, who pine in secret because they are ineligible to membership in the Masons, the Odd Fellows or even the Knights of Pythias.
