He wiped froth from his waistcoat. "Pacifists!" he stormed. "Why don't they ever look into their own bodies? They couldn't live a day on non-resistance to evil. Every one of their bodies is thronged with fighting soldiers. Every pacifist is a living lie. Phagocytes, that's what they are white corpuscles and it's all they're there for. They believe in preparedness hard enough.

'It appeared to me, he says, 'ever since 1905, that in the immediate future it was all a question as to whether the labour-men, the practical pacifists, would arrive at the realisation of their power before the militarists had forced a war upon us, or whether the military powers would anticipate this result, and within the next few years force a war upon the world. To the influence of the military was added the cupidity of the commercial and financial class.

We have long known this through the revelations of the Italian and Russian socialist press, in connection with the scandalous sentences passed on working men. Do pacifists give trouble? They are arrested as anarchists! Does a periodical refuse to bow to the opinion of the state? It is suppressed without parley; or sometimes, by a more refined procedure, it is prosecuted for obscenity! And so on.

And the fact that she had spent four years in America studying its institutions and resources, convinced the most susceptible to official lies that the United States could pour money, men, ammunition, munitions and food into Europe for countless years; and that the agitations of her pacifists, syndicalists, German agents, and bribe-takers were but picturesque ripples on the surface of a nation covering over three million five hundred thousand square miles and embracing more than one hundred million people.

The implication that Pacifists of any kind have ever urged that war is impossible is due either to that confusion of thought just touched upon, or is merely a silly gibe of those who deride arguments to which they have not listened, and consequently do not understand, or which they desire to misrepresent; and such misrepresentation is, when not unconscious, always stupid and unfair.

He was the most genuine and the most wicked of pacifists. He did not want any more wars. He had tortured and beggared all his neighbours; but he bore them no malice for it. The immediate cause of that spirited disaster, the intervention of England on behalf of the new Hohenzollern throne, was due, of course, to the national policy of the first William Pitt.

He was above all things a fighter, and the favorite objects of his denunciation were professional pacifists, nice little men who had let their muscles get soft, and nations that had lost their fighting edge. Aggressive war, he tells us in "The Winning of the West," is not always bad.

Therefore, it was to circumvent the Northern pacifists quite as much as to undermine the Southern expansionists that he offered compromise and avoided war. But what of those other detractors of Webster, those who were for the Union and yet believed he had sold out?

Are those Pacifists, who try at the same time to be Democrats, prepared to acquiesce in such a conclusion? Personally, I am not. I replied as follows: Mr. Cecil Chesterton says that the question which I have raised is this: "Should usurers go to war?" That, of course, is not true.

This idea was to constitute the foundation-stone of his mediation and fulfil all the hopes of the American pacifists for a compulsory court of arbitration in international disputes and general disarmament. Before the war many shrewd men in the United States thought that the arbitration system initiated by the American Government would exclude the possibility of great wars.
