Britain is often said to be over-populated; but here quite other considerations come in. The appearance here of over-population arises from the fact that while the wage-earners actually produce this mass of wealth, two-thirds of it are taken by the employers and employing classes.

It was much; but in that over-populated world it divided the empire of his soul with a great, ever-growing misery the misery of the hungry ones whose minds were darkened, through long years of decadence, with a sullen rage against God and man; and the misery of those who, wanting nothing, yet feared that the end of all things was coming to them.

Where neighbors were once out of beacon-sight, they are now within bell-sound; and however pleasant this may be for the neighbors, it is not so good for the traveller, especially the traveller who has seen Europe. Only think of a virgin forest or prairie, after over-populated Belgium or finished England!

But in presence of those jesters, Beauchene and Seguin, quite a flood of words rose to Mathieu's lips. He would have liked to answer them; he would have liked to triumph over the mendacious theories which they still dared to assert even in their hour of defeat. To fear that the earth might become over-populated, that excess of life might produce famine, was this not idiotic?

One of these events was the invention of gunpowder; another was the mariner's compass; a third was the invention of paper; a fourth, the printing-press; a fifth was the discovery that the earth goes round the sun once a year, and whirls on its own axis once a day; a sixth was that indiscretion of Christopher Columbus, whereby instead of over-populated India he opened up a way to the vast and sparsely denizened Americas.

The result was that the penal law, like other clumsy devices of the kind, defeated itself; for there was nothing to prevent the lessee from subletting the land. This had been done to an enormous extent when Mr. Crosbie came into possession, and the lowland part of the estate was greatly over-populated.

How many times has the face of Europe been changed and parts of Africa, and Asia Minor too, for that matter by conquests and crusades, and the rise and fall of civilizations as well as dynasties? while China has endured, almost undisturbed, under a system of law, administration, morality, as old as the Pyramids probably existed a coherent nation, highly developed in certain essentials, meeting and mastering, so far as we can see, the great problem of an over-populated territory, living in a good degree of peace and social order, of respect for age and law, and making a continuous history, the mere record of which is printed in a thousand bulky volumes.

On entering Asia we shall find a somewhat similar problem confronting the administration in Syria and Palestine. Here we have several mixed races and at least three distinct creeds Christianity, Islam, and Judaism. The lure of the Promised Land will presumably increase the Jewish population enormously, but they will still be very much in the minority unless the country is over-populated.

China, with her four hundred millions, is probably over-populated; that is, with her present resources in production the population presses against the margin of subsistence and can only just maintain itself. There is evidence to show that in the past the natives of some of the Pacific islands, isolated in the great ocean and unable to migrate to other lands, have suffered from the same trouble.

As he returned to his over-populated studio and surveyed anew the pictures of which Shepson had not offered to relieve him, he found himself wishing, not for Mungold's lack of scruples, for he believed him to be the most scrupulous of men, but for that happy mean of talent which so completely satisfied the artistic requirements of the inartistic.
