TWO leading objects of commercial gain have given birth to wide and daring enterprise in the early history of the Americas; the precious metals of the South, and the rich peltries of the North.

And there seems no reason to doubt that if these elephants, which have now been hunted for thousands of years, by Semiramis, by Porus, by Hannibal, and by all the successive monarchs of the East if they still survive there in great numbers, much more may the great whale outlast all hunting, since he has a pasture to expatiate in, which is precisely twice as large as all Asia, both Americas, Europe and Africa, New Holland, and all the Isles of the sea combined.

It was the entry of England into the war, in defence of the rights of small nations, in defence of the guaranteed neutrality of Belgium, which saved the world from the harsh dominion of the conquest-hungry Prussians and therefore saved as well the two Americas and their protecting doctrine of President Monroe.

The Monroe Doctrine should be the cardinal feature of the foreign policy of all the nations of the two Americas, as it is of the United States. Just seventy-eight years have passed since President Monroe in his Annual Message announced that "The American continents are henceforth not to be considered as subjects for future colonization by any European power."

There they stood, long knee-deep and busy among their fleets, sometimes rising to cheer when a greater adventure was sailing or returning, some expedition that was off to find further avenues through the Orient or the Americas, or else a broken craft bringing back tragedy from the Arctic; ship after ship; great captain after great captain. No history worth mentioning!

In those parts of the Americas where peccaries are hunted, the dogs used in their pursuit have learned to beware of assaulting the pack which they have brought to bay, and instead of indulging in the instinct which leads them into that way of danger and of certain death, they circle round the assemblage, compelling them to show front on every side and so to remain stationary until the hunters come up.

As they drew closer, they could even see the glint of water on the other side, and knew without the shadow of doubt that what they were looking at was the long belt of earth connecting the two Americas the Isthmus of Panama itself. And down their backs ran a new thrill at the recognition. Larger and larger loomed the brown and green strip in advance.

It also called attention to the fact that this republic, which was so boldly proclaiming the severance of the Western world, was bounded on the north by the possessions of the king of England and on the south by those of the king of Spain a pretty situation for the self-appointed protector of the two Americas!

The song of which he was especially fond was one called "He never cares to wander from his own Fireside," which was especially appropriate in coming from a man who had visited almost every spot in the three Americas, except his home, in ten years.

His country's gathered up like a crested billow to roll him into Parliament; and I say, let him be there, he 's the very man to hurl his gauntlet, and tell 'm, Parliament, so long as you are parliamentary, which means the speaking of our minds, but if you won't have it, then-and it 's on your heads before Europe and the two Americas.
