Everywhere in Europe, and especially in Paris and in France, men strove in emulation to build the finest temples to God. The wooden roofs of the Merovingian and Carlovingian basilicas had ill withstood the ravage of war and fire. Stone took the place of wood, the heavy thrust of the roof led to increased mural strength, walls were buttressed, columns thickened.

For this is the world of Gregory of Tours, of which you may read in his History of the Franks. The rule under which it lives is the rule of the horrible Merovingian kings. Side by side with the villas barbarism spreads and flourishes like a jungle growth. Learning is dying hardly the ghost of a university is left and Gregory himself who came of a great Gallo-Roman family and was a bishop bewails his ignorance of grammar. The towns are shrinking, crouched behind their defences. The synagogues are flaming, and the first step has been taken in that tragic tale of proscription and tallage, tallage and expulsion which (it seems) must never end. As to politics, the will of the leader and his retinue is the rule of the Franks, and purge and bloodbath mark every stage in the rivalry of the Merovingian princes. The worst of them are devils like Chilperic and Fredegond, the best of them are still barbarians like that King Guntram, who fills so many indulgent pages in Gregory of Tours. He is a vaguely contemporary figure, a fat, voluble man, now purring with jovial good nature, now bursting into explosions of wrath and violence, a strange mixture of bonhomie and brutality. It is an ironic commentary on what has happened to civilization that Gregory should regard him with affection, that he should be known as 'Good King Guntram' and that the church should actually have canonized him after his death. Sometimes there is a significant absence of any such information: the fact that an alleged Merovingian charter has not been quoted by anybody before the seventeenth century, and has only been seen by a seventeenth-century scholar who has been convicted of fraud, suggests the thought that it is modern.

Not far from it, in a lonely corner which was animated for the moment by the vociferations of several old women who were selling tapers, presumably for the occasion of a particular devotion, is the graceful romanesque church erected in the twelfth century to Saint Radegonde a lady who found means to be a saint even in the capacity of a Merovingian queen.

Charlemagne, however, soon made himself greater still as Emperor of an enormous portion of Europe France, Italy, and Germany all coming under his rule. At his death Charlemagne divided his empire.

During this time there reigned twenty-eight Merovingian kings, which reduces to eight years and seven months the average reign of each, a short duration compared with that of most of the royal dynasties.

In the year 841 the Northmen had sailed up the Seine as far as Rouen, but they found little to plunder, for during the reign of the Merovingian kings, the town had been reduced to a mere shadow of its former prosperity. His brother, the Cardinal of Lorraine, who was as ambitious and almost as able as he, had the chief direction in civil, financial, and diplomatic affairs; never, since the great mayors-of-the-palace under the Merovingian kings, had similar power been in the hands of a subject.
