"When Kempenfelt went down With twice four hundred men." Howe thus lost the man upon whom principally he must have relied for the more purely tactical development of the fleet, opportunity for which he anticipated in the necessarily slow and graduated progress of so large an assemblage.

His intention was to proceed with all possible expedition to join Kempenfelt on the coast of France, but this, owing to the ravages of the influenza, he was unable to do. Kempenfelt was forced to come in, and on June 5th the junction was made at Spithead. The Dutch were believed to have sixteen of the line one seventy-four, seven sixty-eights, and the rest under sixty guns.

Captain Saumarez was now ordered to place himself under the command of Admiral Kempenfelt, who, with a detachment of twelve sail of the line, was destined to intercept Count de Guichen, who had put to sea from Brest, after having returned from his last severe campaign.

The rest went back to Brest. This event may be considered as opening the naval campaign of 1782 in the West Indies. Kempenfelt, before returning to England, sent off express to Hood in the West Indies the fireship Tisiphone, 8, Commander James Saumarez, afterwards the distinguished admiral, with news of the French approach.

We will follow Southampton Water down to its entrance, where the two broad channels dividing the Isle of Wight from the mainland the Solent and Spithead join, and at the point jutting out on the western angle pass Calshot Castle, founded for coast-defence by Henry VIII., and now occupied by the coast-guard. Skirting along Spithead, which is a prolongation of the Southampton Water, without change of direction, at about twenty miles from Southampton we round Gillkicker Point, forming the western boundary of Portsmouth harbor. Here is Gosport, and east of it is Portsea Island, about four miles long and two and a half miles broad, on which Portsmouth is located, with its suburbs known as Portsea, Landport, and Southsea. Portsmouth is on the south-western part of the island, separated from Portsea by a small stream to the northward, both being united in a formidable fortress whose works would require thirteen thousand men to man, though the ordinary garrison is about twenty-five hundred. The royal dockyard, covering one hundred and twenty acres, is at Portsea, and at Gosport, opposite, are the storehouses, the channel between them, which extends for several miles between Portsea Island and the mainland, gradually widening until it attains three miles' breadth at its northern extremity. This channel affords anchorage for the largest vessels, and is defended by Southsea Castle on the eastern side and Moncton Fort on the western side of the entrance into Spithead, where the roadstead is sheltered by the Isle of Wight. Portsmouth was a port in the days of the Saxons, who in the sixth century called it Portsmuthe. It fitted out a fleet of nine ships to aid King Alfred defeat the Danes, and its vessels ineffectually endeavored to intercept the Normans when they landed near Hastings. In the fourteenth century the French burned the town, but were afterwards defeated with heavy loss. Ever since then the fortifications have been gradually improved, until now it is one of the strongest British fortresses. The Duke of Buckingham was murdered here in 1628, and part of the house where he was killed still remains. In 1757, Admiral Byng was executed here, and in 1782 the ship "Royal George" was sunk with Admiral Kempenfelt and "twice four hundred men." The town of Portsmouth contains little that is attractive beyond its ancient church of St. Thomas

It is here in its moral reactions lies the danger of the defensive, a danger so insidious in its working as to tempt us never to utter the word. Yet with the voice of Torrington, Kempenfelt, and Nelson in our ears, it would be folly to ignore it for ourselves, and still more to ignore the exhausting strain its use by our enemy may impose upon us.

The ship was in possession of the "Repudiator's" crew. They were busy in her rigging, bending her sails to carry her out of the harbor. The well-known heave of the men at the windlass woke up Kempenfelt in his state-cabin.

The doctrine of the "Fleet in being" as formulated and practised by Torrington and developed by Kempenfelt goes no further than this, that where the enemy regards the general command of a sea area as necessary to his offensive purposes, you may be able to prevent his gaining such command by using your fleet defensively, refusing what Nelson called a regular battle, and seizing every opportunity for a counterstroke.

Night coming on, some prizes could not be secured, but Kempenfelt carried off fifteen, laden with military and naval stores of great money value and greater military importance. A few days later a violent storm dispersed and shattered the remainder of the French body. Two ships of the line only, the Triomphant, 84, and Brave, 74, and five transports, could pursue their way to the West Indies.
