Nevertheless, the Tisiphone effected it by diligent care and seamanship, joining the fleet on January 31st, 1782. Saumarez now found himself in the midst of the most active operations, at the opening of a campaign which promised to be of singular and critical importance.

On February 22, 1782, an address to the king against continuing the American war was moved by Conway. It was carried by a majority of nineteen. A few days later a second, more pointed, address was carried without a division. The next day leave was granted to bring in a bill enabling the king to make a peace or a truce with the colonies.

And long afterwards Sir Robert Peel pointed out that within the short period of six years from the establishment of what is called the independence of the Irish Parliament from 1782 to 1788 the foreign relations of the two countries, the commercial intercourse of the two countries, the sovereign exercise of authority in the two countries, were the subjects of litigation and dispute; and it was more owing to accident than to any other cause that they did not produce actual alienation and rupture.

Bowman's expedition in 1779, to the waters of Mad river; Clark's in 1780 and 1782, and Logan's in 1786, to the same point; Edwards' in 1787, to the head waters of the Big Miami; and Todd's in 1788, into the Scioto valley not to name several minor ones were chiefly directed against the Shawanoes; and resulted in the destruction of two or three of their principal villages, but not without a fierce and bloody resistance.

Four times, Suffren claims, certainly thrice, the English squadron was saved from overwhelming disaster by the difference in quality of the under officers. Good troops have often made amends for bad generalship; but in the end the better leader will prevail. This was conspicuously the case in the Indian seas in 1782 and 1783.

It was to remedy this wretched state of things in Ireland that Edgeworth resolved in 1782 to devote his energies. In all the papers and criticisms Dr. Johnson wrote for the Literary Magazine, he frequently departs from the customary we of anonymous writers. This, with his inimitable style, soon pointed him out, as the principal person concerned in that publication. The second volume of Dr. Warton's Essay was not published until the year 1782.
