The amalgamation of the new districts into the Prussian bureaucratic system was not accomplished without resistance. The Rhine provinces especially, accustomed to easy-going government and light taxation under the old ecclesiastical princes, kicked vigorously against the Prussian jack-boot.

Thus the man with a jack-boot on his left arm and a polishing brush in his right hand going like lightning, the sweat running down his red face, is the man who swears he ain't goin' to bother about his blooming boots any more, dashed if he is; and after the brushing proceeds to "bone" them violently.

Declining autumn and snowy winter and greening spring, he could count upon the fingers of one hand the number of those who had come that way where once there had been gay travelling beneath the locked elms. Another moment and he was at Arden's side, clinging to that gentleman's jack-boot, raising to his hard-favored but not unkindly countenance a face aflame with relief and eagerness.

"In 'orsepittle," laconically replied Trooper Henry Hawker, late of Whitechapel, without looking up from the jack-boot he was polishing. "Phwat wid?" anxiously inquired the bereaved Phelim. "Wot wiv'? Wiv' callin' 'Threes abaht' after one o' the Young Jocks," was the literal reply. "Begob that same must be a good hand wid his fisties or was it a shillaleigh?" mused the Irishman.

The nation as a whole was uneasy and alarmed at the sudden break-up of political tranquillity, and by the sense of a coming struggle between opponents of whom as yet neither had fully its sympathies. There were mobs, riots, bonfires in the streets, and disturbances which culminated in a rough spirit of punning upon the name of the minister in the solemn burning of a jack-boot.

This severe law of lèse-majesté in Bismarck's Prusso-German Empire is only an illustration of the way in which the German people have been made to grovel before the Prussian jack-boot. The Prussification of Germany in matters military and in matters bureaucratic has gone on apace since 1870.

It is obvious, I think, that a military aristocracy alone, or even with the combined support of empire-building philosophers and a jack-boot Kaiser, could not have hurried the solid German nation into so strange a situation. In old days, and under an avowedly feudal order of society, such a thing might well have happened.

The establishment of the new Prusso-German empire by the crowning of Wilhelm I at Versailles, with the empire made hereditary in the Hohenzollern family, completed the work of Bismarck and the setting of the Prussian jack-boot on the necks of the German peoples.

The mule was, however, a fast one, and maddened by fright, and it was some time before the foremost of the troopers was up to her. As he came alongside, the mule suddenly swerved round and lashed out viciously, one of her heels coming against the horse's ribs, and the other against the leg of the rider, who, in spite of his thick jack-boot, for some time thought that his leg was broken.

At all events, he jerked back his foot, and somehow, between the involuntary contraction of his flexor muscles from pain and the glancing of my stick, his foot slipped from the stirrup. This, as I had learned from my instructor, was a great point gained, and in an instant I had him by the ankle and by the top of his jack-boot, doubling his leg, at the same time heaving mightily upward.
