In 1909, following Australia's example, Canada established a department of External Affairs for 'the conduct and management of international or intercolonial negotiations, so far as they may appertain to the government of Canada. In introducing this measure Sir Wilfrid declared: 'All governments have found it necessary to have a department whose only business will be to deal with relations with foreign countries.... We have now reached a standard as a nation which necessitates the establishment of a Department of External Affairs. On Sir Robert Borden's accession to power one of his first steps was to increase the importance of this department by giving it a minister as well as a deputy, attaching the portfolio to the office of the prime minister.

The idea, however, had taken root and never ceased to show signs of life. As time wore on, the provincial constitutions proved unsatisfactory. At each outbreak of political agitation and discontent, in one quarter or another, some one was sure to come forward with a fresh plea for intercolonial union.

To this I answer that if we had had, as was proposed, an Intercolonial Railway twenty years ago, we might by this time have been perhaps, and only perhaps, in a condition to unite into one consolidated government; but certain politicians and capitalists having defeated that project twenty years ago, special interests took the place great general interest might by this time have occupied; vested rights and local ambitions arose and were recognized; and all these had to be admitted as existing in a pretty advanced stage of development when the late conferences were called together.

Often this national spirit has been manipulated to serve sordid ends in railway as in tariff matters; the flag has covered a multitude of sinners. Yet whether it was the Grand Trunk or the Intercolonial, the Canadian Pacific or the Grand Trunk Pacific, the national purpose has been strong, and must fairly be set on the assets side of the sheet.

These resolutions were carried by a large majority. During the recess, Mr. Chandler, as the representative of New Brunswick, and Mr. Hincks, the representative of Canada, went to London to endeavour to obtain from the British government financial aid to build the Intercolonial Railway. This was refused on the ground that such a work had to be one of military necessity.

There are Births, 3; Marriages, 5; Deaths, 6; Funeral Notices, 5; Missing Friends, Messages etc., 8; Lost and Found, 13; Railways and Conveyances, 6; Shipping, no less than four columns, including eight different lines of steamers to Europe, of which six are English, and seven of intercolonial steamers, of which three are owned in Melbourne, one each in Sydney, Adelaide, New Zealand and Tasmania.

Efficient government ownership is more difficult in a democratic country where shippers, employees, would-be employees, supply dealers, all have influence over the administration, than it is in a bureaucratic state. Intercolonial employees were given their posts and kept in them by political influence, and their numbers were often as excessive as energy was lacking.

The clerk at the Victoria was not unwilling to help us on our journey, but if he could have had his way, we would have gone to a place on Prince Edward Island which used to be called Bedeque, but is now named Summerside, in the hope of attracting summer visitors. As to Cape Breton, he said the agent of the Intercolonial could tell us all about that, and put us on the route.

Why people should travel here, or why they should be excited about it, we could not see; we could not overcome a feeling of the unreality of the whole thing; but yet we humbly knew that we had no right to be otherwise than awed by the extraordinary intercolonial railway enterprise and by the new life which it is infusing into the Provinces.

At Painsec Junction we waited for the train from Halifax, and immediately found ourselves in the whirl of intercolonial travel.
