Where the governours distrust the affections of their subjects, they will not be very solicitous to advance their happiness; for who will endeavour to increase that wealth which will, as he believes, be employed against him?

In countries where life was yet unadjusted, and policy unformed, it sometimes happened, that, by the dissensions of heads of families, by the ambition of daring adventurers, by some accidental pressure of distress, or by the mere discontent of idleness, one part of the community broke off from the rest, and numbers, greater or smaller, forsook their habitations, put themselves under the command of some favourite of fortune, and with, or without the consent of their countrymen or governours, went out to see what better regions they could occupy, and in what place, by conquest or by treaty, they could gain a habitation.

Thus is wilfull perjurye permitted by the governours if they knowe it. Thus the covetous marchante wilfully sendeth headlonge to hell from day to day the poore subjectes of this realme. The marchant in England cometh here devoutly to the communyon, and sendeth his sonne into Spaine to here masse.

The answer of Grimaldi was ambiguous and cold. He did not allow that any particular orders had been given for driving the English from their settlement; but made no scruple of declaring, that such an ejection was nothing more than the settlers might have expected; and that Buccarelli had not, in his opinion, incurred any blame, as the general injunctions to the American governours were to suffer no encroachments on the Spanish dominions.

I answered him, 'Inca, as I am but a Youngman, the Governours make no account of me, to place me in such Ceremonies as these! 'How, replied the Inca, 'I would rather have seen you than all the Friers and Fathers in Town. As I was going away I made him a submissive bow and reverence, after the manner of the Indians, who are of his Alliance and Kindred, at which he was so much pleased, that he embraced me heartily, and with much affection, as appeared by his Countenance."

This infliction of promiscuous evil may, therefore, be lamented, but cannot be blamed. The power of lawful government must be maintained; and the miseries which rebellion produces, can be charged only on the rebels. That man, likewise, is not a patriot, who denies his governours their due praise, and who conceals from the people the benefits which they receive.

Sometimes orders were despatched to America in favour of our trade, and sometimes those orders were neglected by the captains of the Spanish ships, and the governours of their provinces; and when it was inquired why those captains and governours were not punished or recalled, we were treated with contempt, for not knowing what had been so lately told us of the dilatory proceedings of the Spanish courts.

Hanway founds his confidence in the governours of the Foundling Hospital, men of whom I have not any knowledge, but whom I entreat to consider a little the minds, as well as bodies, of the children.

And because such felicity in others, is not sensible but by comparison with their own actuall miseries; it followeth that they are to suffer such bodily paines, and calamities, as are incident to those, who not onely live under evill and cruell Governours, but have also for Enemy, the Eternall King of the Saints, God Almighty.

My duty towards my neighbour is..... To honour and obey the King, and all that are put in authority under him; To submit myself to all my governours, teachers, spiritual pastors, and masters: To order myself lowly and reverently to all my betters .... Not to covet nor desire other men's goods; But to learn and labour truly to get mine own living, and to do my duty in that state of life, unto which it shall please God to call me.
