If the idea of expropriation be adopted by the people it will be carried into effect in spite of all the "insurmountable" obstacles with which we are menaced. Of course, the good folk in new uniforms, seated in the official arm-chairs of the Hôtel de Ville, will be sure to busy themselves in heaping up obstacles.
Thus, even if the expropriation of land were accomplished, and every one were free to till the soil and cultivate it to the best advantage, without paying rent, agriculture, even though it should enjoy which can by no means be taken for granted a momentary prosperity, would soon fall back into the slough in which it finds itself to-day.
When this systematic and complete expropriation terminates we see the final result of the system, no longer a dearth, but famine, famine on a large scale, and the destruction of lives by millions.
All the available specie in the country had been very quietly remitted in these troubled times by the native merchant-guilds from every part of China to the vast emporium of Shanghai for safe custody, where a sum not far short of a hundred million ounces now choked the vaults of the foreign banks, being safe from governmental expropriation.
It is not two years since I saw a proprietor destroy a forest more than five hundred acres in extent. If public utility had interfered, that forest the only one for miles around would still be standing. But, it is said, expropriation on the ground of public utility is only an exception which confirms the principle, and bears testimony in favor of the right.
I have long since ceased to own those cities, but at the moment I felt a pang of expropriation which I concealed as well as I could; and now I heartily wish she could have fulfilled that purpose if it was a purpose, or realized that dream if it was only a dream.
The Committee felt that it was impossible to carry out the expropriation of personal and property rights on so extensive a scale without the due process of law and that the permission to be granted to rural communes of expelling the Jews from the villages was tantamount to leaving the latter to the tender mercies of the benighted Russian masses, which would thus more than ever be strengthened, in their conviction that the Jews might be expelled and assaulted with impunity, so that the relations between the two elements of the population, instead of improving, would only become more aggravated.
Excavation is the exclusive privilege of the Museums, but firmans may be obtained by scientific societies and specialists. Unauthorized excavation is punished by imprisonment and confiscation. The State has the right of making preliminary soundings and of expropriation. Applications for leave to excavate must be made to the Minister of Public Instruction. All finds belong to the State.

In such an age and among such men as these it was no mean feat to become a leader by whom men swore and to whom they yielded a ready obedience. Fashioned by the hammer of misfortune on the anvil of racial expropriation, such leaders arose among the Moslems, men of iron, before whom all who worshipped at the altars of Islam bowed the knee.
