A governor, deputy-governor and assistants, for the management of City lands in the province of Ulster in Ireland. The other principal courts in the City are, 1. The Court of Aldermen. 2. The Court of Hustings. 3. The Lord Mayor's Court. 4. The Sheriff's Court. 5. The Chamberlain's Court. 6. The Court of the City Orphans. 7. The Court of Conscience. 8. The Courts of Wardmote. And, 9.

"In my judgment," said Sir Richard Saltonstall, "it were well, inasmuch as, though not partaking to the degree of their delicacy of the scruples of the Deputy-Governor and of Master Endicott, yet do I respect them, considering the fountain whence they flow.

The English flag was hoisted on Fort Amsterdam, the name of which was immediately changed to "Fort James." Nicolls was now proclaimed by the burgomasters deputy-governor for the Duke of York, in compliment to whom he directed that the city of New Amsterdam should thenceforth be known as "New York."

And meanwhile Colonel Bishop's fleet had come to anchor, and the Colonel had landed on the mole, a disgruntled man to be disgruntled further yet. He was accompanied ashore by Lord Julian Wade. A corporal's guard was drawn up to receive him, and in advance of this stood Major Mallard and two others who were unknown to the Deputy-Governor: one slight and elegant, the other big and brawny.

Early in April he made a startling move. Miles Macdonell was away at Fort Daer, and Archibald Macdonald, the deputy-governor of the colony, was in charge. To him Cameron sent a peremptory demand in writing for the field-pieces, that they might be 'out of harm's way. This missive was first given into the hands of the traitor George Campbell, who read it to the settlers on Sunday after church.

The French ambassador complained of the outrage, but answer was postponed; and, in the troubled state of France, the matter appears to have been dropped. Argall, whose violent and crafty character was offset by a gallant bearing and various traits of martial virtue, became Deputy-Governor of Virginia, and, under a military code, ruled the colony with a rod of iron.

But Claudine had another lover, more nearly of her own condition of life; this was Claperon, the deputy-governor of the Rouen jail, with whom she had made acquaintance during one or two compulsory visits paid by her brother to that functionary.

So, finding nothing that did look like witchcraft, we left them; and on being brought before the Court, Deputy-Governor Bellingham asked us what we had to say concerning the women. Thereupon the Deputy-Governor dismissed us, saying that it might be that the Devil did not want them for witches, because they could better serve him as Quakers: whereat all the Court fell to laughing."

And We do hereby further will and ordain that, notwithstanding anything contained in the original charter, the Governor, Deputy-Governor, and Committeemen shall, after the year One thousand eight hundred and eighty-four, hold their respective offices subject to retirement by rotation as hereinafter provided, that is to say, at the general court to be held in the year One thousand eight hundred and eighty-five, and at every succeeding general court, three members of the Board shall retire from office, and that, until all the present Board shall in turn have retired, the members of the Board to retire shall from time to time be determined by ballot or otherwise amongst the members of the present Board, or such of them as for the time being shall not have retired, but afterwards the members of the Board to retire shall be those who shall have been longest in office since their last election, and as between members of the Board of equal seniority the member or members to retire shall be determined by lot; provided always that the Governor and Deputy-Governor shall not both retire at the same time, and that in the ballot for determining who shall retire in the year One thousand eight hundred and eighty-five, the Governor and Deputy-Governor shall not both be included, but only one of them, such one to be determined by lot; and in the event of neither the Governor nor the Deputy-Governor being selected by ballot to retire in the year One thousand eight hundred and eighty-five, one of them to be determined by lot shall retire in the year One thousand eight hundred and eighty-six.

I have explained why the French plan will not suit our English world. The direct appointment of the Governor and Deputy-Governor of the Bank of England by the executive Government would not lessen our evils or help our difficulties. I fear it would rather make both worse.
