According to the travellers, who talked loudly to each other across the car, the "scare" was suddenly on again. Some more Federals had escaped the Constitutionalist soldiers, and got into Del Rio, where they had been protected by American soldiers, and there had been some shooting from one side of the river to the other.
Barnave, whose hostility to the king and queen had been chiefly dictated by personal feelings, was entirely converted by the dignified resignation of the queen, and from this day renounced his republicanism; and, though he adhered to what were known as Constitutionalist views, was ever afterward a zealous advocate of both the monarch and the monarchy.
After the 10th of August, the Girondist generals, Dumouriez, Custine, Kellermann, and Dillon, replaced the constitutionalist generals. There was unity of views, confidence, and co-operation, between the army and the government.
This, however, depends much on the political principles of those who happen to be on guard: an aristocrate or a constitutionalist will read a letter with his eyes half shut, and inspect bedding and trunks in a very summary way; while a thorough-paced republican spells every syllable of the longest epistle, and opens all the roasted pigs or duck-pies before he allows their ingress.
The man bestowed so much more civility on us than our two sols were worth, that I observed, on quitting the shop, I was sure he must be an Aristocrate. Mr. P, who is a warm Constitutionalist, disputed the justice of my inference, and we agreed to return, and learn the baker's political principles.
The first part of his political life was spent in seeking those by whom he might rise: the second, those by whom he might maintain his position. A courtier up to 1789, a constitutionalist under the first assembly, a Girondist under the second, a Jacobin under the republic, he was eminently a man of circumstances.
Coached by members of the so-called progressive party which claimed to be constitutionalist and which had a factionalist interest in overthrowing the revolutionaries who controlled the legislative branch if not the executive, the military governors demanded that the president suspend parliament and dismiss the legislators.
The argument has often been used against woman's suffrage. One obvious answer is that women, like men, would vote on different sides. In a community where two-thirds of the adult male population were cowards problems of government would doubtless assume a secondary importance, and that there are limits to the power of majorities no sane Constitutionalist denies. * Vol. ii. pp, 515-598.
If the noblesse meant to reinstate themselves, the better to found a strong oligarchy, they should have honestly and diligently searched their Houses for men of the stamp that Napoleon used; they should have turned themselves inside out to see if peradventure there was a Constitutionalist Richelieu lurking in the entrails of the Faubourg; and if that genius was not forthcoming from among them, they should have set out to find him, even in the fireless garret where he might happen to be perishing of cold; they should have assimilated him, as the English House of Lords continually assimilates aristocrats made by chance; and finally ordered him to be ruthless, to lop away the old wood, and cut the tree down to the living shoots.
Moreover, though he had, as the world came to know, soldiering in his blood though the call to war, when he counted the war righteous, stirred what was deepest in him by training and conviction he was essentially a constitutionalist: he realized profoundly how strong were the forces behind constitutionalism in Great Britain, how impregnable was the position of British Ministers if they boldly asserted the law with equality as between man and man.
