At the point where four streets meet, you may generally observe a well, and around this well a knot of idlers, men and women, congregate and gossip, leaning against its palings; but the respectable portion of the inhabitants are never to be found in the streets, although they may be seen, on summer evenings, walking on the terrace of the fortress.
Consequently its daily papers reach the controlling minds of the country. They are found in all reading-rooms, exchanges, bank parlors, insurance-offices, counting-rooms, hotels, and wherever else the ruling men of the country congregate. But, above all, they are, and must be, in all newspaper offices, subject to the scissors. This is the chief source of their importance.
And accordingly rich people congregate, and join themselves to other rich people with similar requirements, in the city, where the gratification of every luxurious taste is carefully protected by a numerous police force.
Again, we are told by tourists of the fearful fact, that men, women, children, a cow, a horse, a pig, congregate together at night in one cabin; one bed for all!
