I find in the London New Age for August 15th, 1908, a description by Mr. Jerome K. Jerome of "John Smith," the average British voter. John Smith might serve in some respects for the common man of all the modern civilisations. Among other things that John Smith thinks and wants, he wants: "a little house and garden in the country all to himself. His idea is somewhere near half an acre of ground.

I enjoyed the amateur anarchist, the English girl playing with bombs in The Informer; she is an admirable foil for the brooding bitterness of the ruined Royalist's daughter in that stirring South American tale, Gaspar Ruiz. Conrad knows this continent of half-baked civilisations; life grows there like rank vegetations.

In this class apart discoveries were slowly made and some beginning of mental discipline was slowly matured. But such a community is necessarily unwarlike, and the superstition which protects priests from home murder will not aid them in conflict with the foreigner. Few nations mind killing their enemies' priests, and many priestly civilisations have perished without record before they well began.

He was the product of the two civilisations, a charioteer who drove the two fiery steeds of Agricolo and Trade with a hand of authority. He was a man of lands and of shops. His dark face, framed in darker hair and beard, was massive and square. Behind the luxurious growth of hair the rich blood glowed on the clear skin.

Her reserve had hidden much of what she really felt; but the drive through the limes had shown General Armour and his wife that they had to do with a nature having capacities for sensitive feeling; which, it is sometimes thought, is only the prerogative of certain well-bred civilisations.

And around were a number of temples, of hypogea, of Roman ruins, of ruins of churches dating from the first centuries of Christianity. The ground was full of souvenirs of the great primitive civilisations. For the place, abandoned for ages and lulled in the folds of Islam under the guardianship of its white mosque, was once one of the centres of the life of the world.

In former papers I have shown, or at least tried to show, why these customary civilisations were the only ones which suited an early society; why, so to say, they alone could have been first; in what manner they had in their very structure a decisive advantage over all competitors.

In all the old civilisations this is characteristic; for in those days the idea had not arisen of sacred and secular, or sacred and profane, as we say in the modern world. To the old civilisations there was no such thing as sacred history and profane history; no division was made between sacred science and secular science; all history was sacred, all science was divine.

What was the secret of the thing? Perhaps every one of those stars that we had seen fade out of the night was ringed round by planets such as ours, peopled by forms undreamed of; doubtless on millions of globes, the daylight of some central sun was coming in glory over the cold ridges, and waking into life sentient beings, in lands outside our ken, each with civilisations and histories and hopes and fears of their own.

"Now, at this very hour, the destiny of Switzerland stands revealed. At a time when the principle of nationality dominates the European situation with the strength of demoniacal possession, at a time when opposing civilisations are rending one another, our little state claims the honour of possessing a national ideal which dominates the nationalities and takes them all to its bosom.
