Writing early in 1919, he said : The key to the proper control of China and the building-up of the new Republican State is the railway key.... The revolution of 1911, and the acceptance in principle of Western ideas of popular government, removed the danger of foreign provinces being carved out of the old Manchu Empire. There was, however, left behind a more subtle weapon.
It is worth insisting on this, partly because it is eminently characteristic of Wagner, partly because it enables us now to trace with some certainty the growth of the Nibelung's Ring, both drama and music, from its birth to its final execution. The history of the building-up of the drama, like the drama itself, is a mightily complicated and entangled matter.
Had these pages been written for young men only, they would have contained more than one chapter devoted to an effort to enforce the absolute necessity of bending the mind, and with the mind the heart, to the earnest pursuit of all that can be learned about the actual building-up of discourses from the foundation of exegesis to the topstone of application.
God reigns and the government at Washington still lives!" Years after, some one referring to that, said that it was a beautiful sentence, that the reference to "clouds and darkness" was a beautiful symbolism, but that Garfield had a great knack in the building-up of fine phrases!
Civilization is a constant building-up of limitations around heredity; a persistent growth of environmental control as it progresses, or at least moves along. This structure, especially the legal structure, is built by the more intelligent and always by the strong men.
Then how the young man could not have explained the ruddy golden city grew fainter darker till it died away in a dense blackness; for it was all a building-up of the imagination, in the deep sleep which had overcome the young adventurer as he leaned against the side of the boat. Days and days passed of sailing on and on over waters which grew more and more shallow.
It is true that if all were going smoothly with art, or at all events so smoothly that there were but a few malcontents in the world, you might listen with some pleasure, and perhaps advantage, to the talk of an old hand in the craft concerning ways of work, the snares that beset success, and the shortest road to it, to a tale of workshop receipts and the like: that would be a pleasant talk surely between friends and fellow-workmen; but it seems to me as if it were not for us as yet; nay, maybe we may live long and find no time fit for such restful talk as the cheerful histories of the hopes and fears of our workshops: anyhow to-night I cannot do it, but must once again call the faithful of art to a battle wider and more distracting than that kindly struggle with nature, to which all true craftsmen are born; which is both the building-up and the wearing-away of their lives.
Its success would not rest upon phrases, but upon the spirit of the nations that composed it; the building-up of a new and better international order would not be determined by this reservation or that.
And if we realize that above and beyond all this we want something still greater and more enduring, the building-up of character and unfolding of our powers so that we may expand into fuller and yet fuller measures of joyous and joy-giving Life, still the same rule holds good: convey to the Universal Mind the suggestion of the desire, and by the law of relation between subjective and objective mind this too will be fulfilled.
And, therefore, the Yogis teach that this building up of Great Souls seems to be the idea of the Infinite, so far as may be gained from an observation of the Workings of the Plan. The Absolute cannot need these Great Souls for Its own pleasure, and therefore their building-up must be for their own advantage, happiness and benefit.
