He had soon recovered from her menial office; indeed, the paradox of her position in so anti-Semitic a household quickened his interest in her. He was present at the trial of Alfred Dreyfus in December, 1894. He witnessed the degradation of Dreyfus and heard the cries of "Down with the Jews" in the streets of Paris. He read Edouard Drumont's anti-Semitic journal "La France Juive" and said, "I have to thank Drumont for much of the freedom of my present conception of the Jewish problem."
The radical Polish organs, published abroad by political exiles, took occasion to denounce bitterly the anti-Semitic trend of Polish society. The veteran historian Lelevel, who had not yet forgotten Poland's historic injustice of 1831, issued a pamphlet in Brussels, calling upon the Poles to live in harmony with the race with which it had existed side by side for eight hundred years.

But alongside of these flights of "imprisoned thought" one could frequently catch in the very same circle the sounds of the old anti-Semitic slogans.
Hence the first step towards absorption will never be taken, because this step would involve the subjection of the majority to a hitherto scorned minority, possessing neither military nor administrative power of its own. I think, therefore, that the absorption of Jews by means of their prosperity is unlikely to occur. In countries which now are Anti-Semitic my view will be approved.
The Council of State agreed with this bureaucratic motivation, and the humiliating clause passed into law. While a large part of the Russian public and of the Russian press had succumbed to the prevailing tendencies under the high pressure of the anti-Semitic atmosphere, the progressive elements of the Russian intelligenzia were gradually aroused to a feeling of protest.
