BLAIR and ROBERTSON, Vol. XLIII, p. 259. The present habitat and general condition of this tribe is nearly the same as that of the Kulaman. Prior to Spanish times they held the hill region back of the coast, between Malalag and Lais. On the Gulf side they were barred from the sea by the Kulaman and Moro, while in the mountains they encountered the powerful Bila-an tribe.

Even Requesens was as much in doubt as to the King's secret purposes as Margaret of Parma had ever been in former times. Prinst., Archives, etc., v 259- 262; Bor, viii. 606, 615; Meteren, v. 100; Hoofd, g. 410. Count John of Nassau was distrustful and disdainful from the beginning.

The immediate crisis however proceeded not from those who felt the disabilities of their order, but from the distress of the farmers. The rectified annals place the political revolution in the year 244, the social in the years 259 and 260; they certainly appear to have followed close upon each other, but the interval was probably longer.

It afforded him an opportunity of holding out fresh glimmerings of liberty to those who were too shortsighted to see into the future. He was pretty certain that there could be no change but to his advantage. Had any one talked to him of the wishes of the nation he would have replied, "3,577,259 citizens have voted. Villari, Life of Savonarola, vol. i. p. 259, may be consulted concerning the further distinction of Benefiziati, Statuali, Aggravezzati, at Florence. See also Varchi, vol. i. pp. 165-70. It must be mentioned that a provision for admitting deserving individuals to citizenship formed part of the Florentine Constitution of 1495. The Sixth Division of the Third Corps and the Fourth Corps under General Rawlinson were not sent to France till after the end of September, 1914. It contained besides about one division and a half of cavalry under General Allenby. The force totaled some 75,000 men, with 259 guns.

Three preliminary facts should not only be stated but emphasized before looking into details: First, that the public debt has been reduced since March 4, 1889, $259,074,200, and the annual interest charge $11,684,469; second, that there have been paid out for pensions during this Administration up to November 1, 1892, $432,564,178.70, an excess of $114,466,386.09 over the sum expended during the period from March 1, 1885, to March 1, 1889; and, third, that under the existing tariff up to December 1 about $93,000,000 of revenue which would have been collected upon imported sugars if the duty had been maintained has gone into the pockets of the people, and not into the public Treasury, as before.
