Whether they realise it or not, whether they intend it or not, they will create either a world-order or a world-disorder.

To this formal and universal norm, again, there is added a special injunction for each individual. Each individual spirit has its definite mission assigned to it by the world-order: each ought to do that which it alone should and can do. Always fulfill thy moral vocation, thy special destination. Or both in popular combination: Never act contrary to conscience.

He suffers more than most of us from the spectacle of the world of to-day, because he has the constructive imagination which can place alongside of that chaos of cupidities and stupidities a vision of a rational world-order which seems easily attainable if only some malignant spell could be lifted from the spirit of man.

It is indeed only when he reaches these levels, and feels within himself this creative freedom this full actualisation of himself on the one hand: on the other hand the sense of a world-order, a love and energy on which he depends and with whose interests he is now at one, that man becomes fully human, capable of living the real life of Eternity in the midst of the world of time.

Too long has Israel been silent. "Who is blind," says the prophet, "but My servant, or deaf as My messenger?" He is not deaf to-day, he is only dumb. But the voice of Jerusalem must be heard again when the new world-order is shaping. The Chosen People must choose. To be or not to be. Why let a sun sink into a glow-worm? And even a glow-worm should turn.

This document, when correlated and combined with the set of by-laws which I trust are soon forthcoming, will serve as a pattern to every National Bahá’í Assembly, be it in the East or in the West, which aspires to conform, pending the formation of the First Universal House of Justice, with the spirit and letter of the world-order ushered in by Bahá’u’lláh.

Genius but utters experiences common to us all, records perceptions of a world-order which we too have glimpsed. Love, hope, pain, sorrow, disappointment, often effect that momentary purgation which enables consciousness to function independently of the tyrant will. These hours have for us a noetic value "some veil did fall" revealing visions remembered even unto the hour of death.

It is the control of the European peoples over the non-European world which has turned the world into an economic unit, brought it within a single political system, and opened to us the possibility of making a world-order such as the most daring dreamers of the past could never have conceived. This control cannot be suddenly withdrawn.

One holds that my "pleasing" and the brain-change that corresponds to it have their place in the world-order; that is, he maintains that every volition can be accounted for. Another holds that, under precisely the same circumstances, one may "please" or not "please"; which means that the "pleasing" cannot be wholly accounted for by anything that has preceded.

By proclaiming it to be the will of God, and identifying sound politics with ecstatic piety, we may shorten by several centuries the path to a new world-order." This is a translation into plain English of the thoughts which would seem to have possessed Mr. Wells's mind during the past year or so. I do not for a moment mean that he put them to himself in plain English.
