Major-General Volney E. Howard came to San Francisco soon after; continued the organization of militia which I had begun; succeeded in getting a few arms from the country; but one day the Vigilance Committee sallied from their armories, captured the arms of the "Law-and-Order party," put some of their men into prison, while General Howard, with others, escaped to the country; after which the Vigilance Committee had it all their own way.

It was here that the young girl was initiated into the most elegant forms of luxury, and met the cleverest men of that time Voltaire, Rousseau, Lamartine, Chateaubriand, Volney. She set herself to be the most accomplished woman of her day, not merely in belles lettres, but in the natural and political sciences.

Crandall had a case of diphtheria to watch; and Volney Sprague well, I really did not dare ask him, he was so horrid in his paper about Mr. Shelby's splendid speech. So one and all they began to make excuses, as the Bible says, till it has simmered down to you, dear Ruth, and Joe, and Mr. Shelby, and me." "Oh," said Ruth, with misgiving.

"Yes, I know," Graves answered. Shelby turned again to the circle of women, and Graves left the building. A few minutes later he entered the Whig office and made his way to Sprague's cluttered sanctum. "Volney," he announced, as the editor peered genially from underneath the green drop-light, "I want to browse in your file of the Congressional Record.

"If he's anxious to inform and reform, why doesn't he? I don't like the look of it. What does he want?" "You." "He wants me?" "He said he would speak plainly with you." Graves's revulsion was fairly physical. "You manage it, Volney," he entreated. "You will know how." Sprague shook his head. "He was positive on that point. It must be you or nobody." "I doubt if it's worth while."

From all we know of man, his wants, and the adaptation of means in nature to those wants, we are driven to the conclusion that it has, presenting the means adapted to our spiritual wants so perfectly as to enable us to realize fully what Volney declares our very nature, as creatures of hope, impelled us to create "in our imaginations for ourselves."

He offered Patrick Henry a position after having first ascertained in a roundabout manner that it would be refused, and in many other ways showed that he understood good politics. Perhaps the neatest of his dodges was made when the French revolutionist Volney asked him for a general letter of introduction to the American people.

Two years later, in February, 1839, being already in possession of the Suard pension, he addressed to the Institute, as a competitor for the Volney prize, a memoir entitled: "Studies in Grammatical Classification and the Derivation of some French words." It was his first work, revised and presented in another form. Four memoirs only were sent to the Institute, none of which gained the prize.

Writing about eighty years after the publication of this project, Volney asked: "What is a people? an individual of the society at large. What a war? a duel between two individual people. In what manner ought a society to act when two of its members fight? Interfere, and reconcile or repress them.

Accordingly all the big guns of San Francisco took the Senator for Sacramento. There they met Terry, Volney Howard, and others of the same ilk. No governor of Johnson's sort could long withstand such pressure. He promised to issue the proclamation of insurrection as soon as it was "legally proved" that the committee had acted outside the law.
