Encouraged by the success of the first destroyer attack upon Port Arthur, Admiral Togo arranged for a repetition of the experiment on the night of 13th February, and the attempt duly came off, the 4th and 5th Divisions of the destroyer flotilla being this time told off to conduct the attack.
